You get the dress after completing a quest that starts in one of the capital cities. For the alliance, it's a NPC right in front of the bank in Stormwind, the horde I believe is somewhere in the Undercity. I am an alliance, so this is what I remember from doing the quest in Stormwind.

Basically, the quest starts off with them asking you to get a guard card from a guard, which you must get from an amorous guard like the other items. Upon doing so, you're sent to gather up perfume/collagne and talk to NPC's in the town, to figure out the source of it.

In the end, you travel out to Hillsbrad to a secluded area where an undead NPC is at a cauldron, an event happens and then you loot the cauldron. From there, you can get only one of the following:

Lovely Blue Dress
Lovely Red Dress
Lovely Purple Dress
Blue Dinner Suit
Purple Dinner Suit
Red Dinner Suit

All of these items are Bind on Pickup, so you can only have one.
