1. You can only get the engineering schematic during the lunar festival holiday.
2. You must be at least level 45.
3. Collect 5 coins of ancestory.
4. Travel to moonglade. There is a simple quest offered in all capital cities during the lunar festival which gives you an invitation that can be used to teleport to moonglade for free.
5. Hand in the coins to complete the quest "Cluster Rockets". You will receive an item called Cluster Rocket Recipes.
6. Open this to obtain the schematic. It is BoP, so cannot be sold in the AH. (The cluster launcher schematic is not BoP just fyi.)
