These drop off Dark Iron Dwarves in Blackrock Depths.
If you are a Rogue, you can stealth to the bar area and farm the drunken patrons there for them.

I did this quest while farming a Barman Shanker from Plugger Spazzring.

Use the Dark Iron Ale to lure them near you then kill them, loot and repeat.

Regrettably, the non-elite Dark Iron Dwarves outside the instance don't drop these.

Normally you could get the Dark Iron Fanny packs just outside the Blackrock Depths instance (The grinding Quarry etc) from Anvilrage Enforcers, Taskmasters etc,

But after 45 minutes of grinding without a single drop it's starting to look like THESE don't drop it anymore :(
