After completing the quest The God Hakkar you can speak to the quest giver again and you will then be presented with an option to receive this scroll. The scroll works the same way as the egg did in that quest; it lets you summon the Avatar of Hakkar in Sunken Temple, as a way of repeating the boss event every time you visit the instance.

The Sanctum of the Fallen God is in hakkar in the swamp of sorrows? YOu use this scroll to summon hakkar after you finish the original quest.

After you are done with the egg quest, Yeh'kinya in tanaris will give you the scroll.

This lets you summon hakkar without the egg.

I destroyed this after I finished with ST - didn't realize what it was for - there isn't any way to re-obtain the scroll, is there?

Where and how do you get this? I know it has something to do with Yeh'kinnya in Steamwheedle Port.. but what quest actually gives this to you?

I got it from the npc that gives the quest involving Hakkar in sunken temple

Can you use this scroll over and over, or do you have to get back to Steamwheedle and fetch another one after you used it?

After completing The God Hakkar quest, talk to Yeh’kinya again and you will receive the scroll. This allows you to summon the boss encounter without needing to be in the quest to do so.
