Worst places to lvl on PvP servers?

Having only ever played on PVP servers, I can't really say what areas have harder to do quests, as I can't compare to how it is on a PVE server. Of the four places you mention, the only areas I've been ganked a lot has been Hillsbrad and Stranglethorn. There was virtually no one in Tanaris with me, and the only reason anyone was in Un'Goro when I was was because of the Noblegarden achievement.
That said, I have to say that I have gotten ganked a lot more since hitting Outland. There are just more people leveling up DKs than there are people leveling from scratch. I've also had much better luck finding people to group with in Outland.
Of course, I play on low and medium pop servers. On bigger servers, things may be different.

There is going to be pvp in almost every region. If you like same-lvl pvp then STV, Tanaris, Ungoro, Shimmering Flats (in Thousand Needles), and Plaguelands are all really good places. On the servers that I have played, the only one of these with high lvl gankers was STV.
If you don't like pvp and really want to avoid it as best as possible, go to places like Feralas (Horde), Swamp of Sorrows, Wetlands (Alliance), Desolace, Feralas, and Winterspring, Blasted Lands, Badlands, Silithus, Searing Gorge, etc. There are far fewer enemies in these areas.
If you want to get ganked all of the time by 80s: Tauren Mill (Horde) and Duskwood (Ally) seem consistent...particularly TM.
If you want a mix: STV is the place.
Quest competition issues: STV is the only issue I've had. Usually there are plenty of whatever you need to not cause too many issues.

From an alliance PoV-
STV and SS are the worst. Tanaris can be pretty bad, but I think ungoro was worse than tanaris(less the pirate quests).
Other than those, the only issues I really had PvP wise was winterspring and EPL(on occasion).
Trying to do SM usually has anywhere from 2-10 top level horde trying to guard it.
IMO, the simple explanation for PvP servers. If you can't stealth, avoid STV or expect to get your corpse running shoes on. Luckily they added some GY's, so it's not as bad as it was. The rest are usually same level, but will have a high content of horde/alliance on occasion.
With the acception of STV, horde that you run into will generally just want to quest.

Alliance literally log their 70's (BC)/80s (WotLK) in the Southshore Inn for the sole purpose of ganking lowbies.
not really sure i understand this........southshore is alliance.......so of yeah they might put some people there.....cuz i dont know about yours but i know on mine........southshore is probably the place where level 30s get ganked....by horde all of the time......
also the horde area around southshore is a horde start out zone....not a contested area.....the only way for an alliance to harass a lowbie is if the lowbie was flagged for combat......and as many times as i have ran scarlet monastary on my toons i have never seen any horde flagged there except for 80's....and i am on one of the highest population servers........so like i said maybe i jsut dont understand what you are tryin to say
Or protecting their lowbies while they level an alt perhaps? I do know some people that will take a random walk thru hillsbrad looking for lowbies tho. Tauren mill is a good place to find them as well.

The point is that they log off in Southshore, so that they can log back on in an area close to Tarren Mill and a bunch of Horde lowbies.
I've had my fair share of gankings in Southshore over time - there's not much more frustrating than having the town being ravaged by the opposite faction, and not even being able to get out because the Flight Master's been taken down too. I've needed to corpse drag and ride over to Arathi Highlands just to be able to actually do anything in the game as a result. So it comes as some means of satisfaction and perverse pleasure that I depopulated Tarren Mill a couple of months ago whilst waiting for a friend to fly over to do SM.
Surprisingly, Duskwood is another horde gank alliance location. There are a number of hunters who take pleasure in using 100% mounts to jump onto the roof of a building, with only one entrance point, no line of sight if they withdraw, and a prime shooting position.
Never really had any issues in Outland/Northrend. Oh, actually, around Nexus - when an Oculus or Heroic Nexus raid gets angsty.

Antigank: I'm in the same boat. I play my main on a PvP server because it's where the vast majority of my friends play. I'd very much prefer not to play on such a server, and once after a particularly bad day I really laid into my friend/guildleader over his taste in servers (some incredibly stupid crap about how on a PvE server there's always the option to flag if you want but on a PvP server opting out is impossible and somehow it's
his
fault and he should have picked a PvE server and flagged so the rest of us would have options, too...as I said, it was a bad day, and I was really stupid about it ;)). He, knowing for years my feelings on PvP vs PvE in gaming in general, took this with good grace I certainly didn't deserve.
But, ultimately...playing with my friends is more important to me than server type, so despite the occasional instance of leaving for the night in frustration, I stick with it.
When I get tired of the gankings and wisely choose not to take it out on my friends, I play my horde alts on a PvE server.
Yes, I'm a wimp and a n00b and I'm reading this section to learn more about an aspect of the game I am a reluctant participant in and frankly need to learn ;)
Anyway...to avoid heavy PvP on a PvP realm, play during off-peak hours, if possible.
Some zones like Silithus are wastelands as far as PvP goes...people are usually more interested in the two Plaguelands zones, and those who DO come to Silithus are just there for a quick level up before heading to Outland, so don't tend to stay around long. It can be good to play Silithus in place of the Plaguelands, and come back to do Plaguelands quests once you've gained a few levels and some outland gear (for lore and completion purposes, rather than leveling...since Outlands is awesome for that).
Avoid Southshore and Tarren Mill, as mentioned several times before ;)
Find a leveling partner and do your questing together, particularly once you get to Outland. Sure, you may still get ganked, but you'll be able to laugh it off with a friend who got ganked, too ;)
And run instances a lot!
And while it won't help you level, play some BGs to blow off steam and learn tricks useful for those unplanned world PvP encounters ;) Those who dislike having quests interrupted by other players often have no trouble at all with PvP events where the PvP aspect is the point ;)
