This page claims that Righteous Defense has success rate based on physical hit and not spell hit:

Miss chance based on physical hit chance. Has a base 16% miss chance against enemies with +3 level difference compared to the player.

but... with 16% being the failure rate this sounds more like it is based on spell hit, not physical hit chance. Can anybody confirm one way or the other? Is it just a unique physical hit based spell?
