Missing Titan Residuum Pieces and Blizzard's Selective Refund Policy

Yesterday, we were alerted to the fact that a cloth shoulder piece
was not dropping from random Azerite tokens
purchased from the Titan Residuum vendor. In a very fast turn around, Blizzard not only hotfixed the issue, but even more surprisingly also offered to compensate affected players - those cloth users who had previously gambled for a shoulder piece and got in touch with Blizzard Support were refunded enough residuum for another random roll. However, when the hotfix notes were posted, we learned it wasn't a one off issue - apparently a certain pair of leather shoulders were not dropping either.

Seeing this, leather users and non-priest cloth users also started putting in support tickets, trying to get a similar refund offered to Priests, but were met with a much different response.

The logic seems to be that the refund is given due to how overwhelmingly strong

is for Shadow Priests, with no other Azerite shoulder piece from any current content competing with it. However, several leather wearers consider the

, and similarly some mages and warlocks consider the

good as well, even if it's not technically

, and are
outraged over not also being offered a refund
. Herein lies the question:
Should Azerite Be Refunded?
So far, Blizzard has stuck with "only Priests", due to the inordinate value of the missing piece comparative to others, but it's easy to make an argument for either side.
On the one hand, it's perfectly reasonable to assume someone would have used

, even if it wasn't strictly best, and not being able to obtain it lowered their relative chance of getting a desirable item.
On the other, simply refunding every cloth or leather wearer whether they wanted to use the missing items or not, could be seen as an unfair advantage, as it effectively gives those classes two residuum rolls for the price of one.
Clearly a line needs to be drawn, but where do you draw it? If not just Priests, then maybe also Demon Hunters, if also Demon Hunters than why not Warlocks, and so on. Clearly everyone who got unlucky would like a second chance regardless of circumstance, but how does that make other classes feel? If Windwalker #3 rolled a bad piece, then got a refund and rolled their best piece despite not caring about

missing from the loot table in the first place, does that not still make a Warrior or other class not affected by the bug feel bad about their poor luck? You also have to wonder if anyone would have noticed in the first place, had Blizzard silently fixed the bug without mentioning it in their patch note, given

was not as universally sought after.
Note: As of the time of this writing, there have been a few random claims that non-priests had their residuum refunded, but no proof has so far been provided.
