Healing and Spell Power on Green Items Bugged on Burning Crusade Classic

A bug related to random modifiers on Green Bind on Equip Items that was reported on the Burning Crusade Classic Beta and thought to be fixed by launch has created a new wave of issues, causing some Green Bind on Equip item to not actually give the player any stats at all.
Burning Crusade Classic Beta Bug Reports for Green Items
This issue started fairly early into the Burning Crusade Classic beta, where players were finding obscenely powerful Green Bind on Equip items.

This crossbow Pshero found did seem much more powerful than any green item from the original Burning Crusade, and after a short time digging through the comments on Wowhead, you can comments from back then about this item. Below, a player found this exact bow, but it only had
7 Agility
. Clearly, something is up here, a Green Bind on Equip bow should never have that much power on it, as it would be basically Best in Slot for

s. During the Burning Crusade Classic Beta, players submitted many bug reports, explaining that some of these items were rolling stats far too high for their level (or this entire expansion).
Fixes Implemented to Green Items
After Burning Crusade Classic launched, many of these problematic Green Bind on Equip items seemed to have been fixed. With much more realistic random modifiers on stats, the issue seemed to have resolved itself. In the example below, you can see the "Citadel Crossbow of Agility" had 41 Agility on the Beta, but after launch, the item now only has 13 Agility, a much more reasonable amount for a green Bind on Equip item.

Post Launch, New Problems
"Of Healing" Items have too much Bonus Healing
After launch, players quickly realized that "Of Healing" item dropping in Outland just have too much Bonus Healing. Just take a look at this item, which has 52 Bonus Healing in the Off-Hand slot. To put this into perspective, take a look at

, which drops from Shade of Aran in Karazhan, or even

, which drops from Jan'alai in Zul'Aman. Clearly, there seems to be an issue, because a low level green item shouldn't have that much more Bonus Healing than end game epic quality healing items.

Bonus Healing doesn't even benefit you
There certainly seems to be a few bugs related to these Green Bind on Equip Items.
This reddit post
and many comments in the thread confirms that this issue might be much worse than just some stat modifiers being too high. After purchasing and finding some of the "Of Healing" pieces, if you equip them and pay close attention to your Bonus Healing, you'll notice they give 0. A Green "Of Healing" item with +52 Healing is actually giving +0.
These items are essentially blank pieces of gear.
This issue also seems to apply to other bonuses that are random modifiers, such as Mana Per 5 and Critical Strike rating. If you have any examples of Green Bind on Equip items not working properly, share them in the comments section.
