Blizzard is trying to give raiders more access to PvP gear, much like the Band of Vile Agression https://www.wowhead.com/tbc/item=33055 from Hydross and The Seal of Danzalar https://www.wowhead.com/tbc/item=33054 from Lurker, both in SSC. Patch 2.4 also allows Tier 5 and 6 tokens and Badges of Justice to be exchanged for Season 2 and 3 Arena gear, further emphasizing this philosophy.

Unfortunately in this case, and the same goes for this neckpiece's brothers, Sin'dorei Pendant of Conquest https://www.wowhead.com/tbc/item=35290 and Sin'dorei Pendant of Salvation https://www.wowhead.com/tbc/item=35291, the PvP items obtained through PvE are inferior to the PvP items obtained through PvP, and by a considerable margin. The Vindicator's Pendant of Triumph https://www.wowhead.com/tbc/item=33923 has 20 more stamina factoring the socket bonus, however the Sin'dorei has 6 more crit rating and 12 more AP factoring socket bonus. The sacrifice of so much stam for so little +damage is ultimately not worth it, and the PvP neck obtained through Honor grinding is still better for PvP.

While it's not a bad neckpiece by any right, considering how far into the game it is and how few players will actually see the item before WotLK, it's easy to question why such an item (or item trio) exists in a T6+ raid when you can easily spend a single AV weekend farming tokens and Honor and get a neck that's comparable if not better.

Well actually, the fact that the necks have some stam budgeted into dps stats is actually good for some classes/combos in pvp. For example, I run rogue/priest for 2v2. As I am not often focused, I swap out some pure pvp gear for higher dps. This neck will allow me to keep my resilience up but not be overly stam-heavy.
