Sorry for the necro, especially if this problem has been solved, but here are a few more things to try in case it hasn't:
1. Your problem is not the video card temp, as 55-60C is pretty normal. If atitool isn't working for you, I believe Nvidia has it's own software for changing the vid card speed.
2. 60C for a CPU temp is pretty high, especially if you are not overclocking. I would recommend doing a thorough case cleaning and making sure all of your case fans and CPU fan are working. Perhaps you could add a fan if your case has an open slot or at the very least upgrading the exhaust fan on the back.
3. On the subject of fans, check and make sure the fans are blowing in the right direction. Your friend may have accidentally turned one the wrong way. All the fans on the front half of the case should be pulling air into the case, and all the fans on the back half should be blowing out of the case. If you happen to have a fan on the top, it should be blowing out as well.
4. If none of this works, get an aftermarket CPU fan and some Arctic Silver thermal paste.
