Tanking. fast or slow weapon?

I have been fury a long time so I was wondering about this stuff since I haven't done too much research on tanking.
with the new devastate, would it be good to tank with a 2.6 speed weapon for bigger hits with devastate? I know this reduces the amount of times you use herioc strike since you hit slower. Or spam heroic strike like pre 2.3 patch?
One more thing, Devastate only costs 9 rage and shield slam is 17 with talent points. would you gain more rage from 2 devastates or 1 shield slam since that is only a 1 rage difference?
Just wondering the best things to do to maximize threat gain.

Shield slam is your #1 threat generator, make a point of using it whenever it is available.
As for weapon speed, I tend to find faster weapons better for threat gen, and most (all?) of the end game tanking weapons are under 2.0 speed.

In high-rage situations, like boss fights, you will obtain more threat from using a faster weapon because you can spam more Heroic Strikes - this will easily out-pace the added threat from damage with Devastate using a slower weapon.
However, in low-rage situations, like when tanking five-mans with good gear, you get much less rage coming in. Sometimes you can barely Heroic Strike at all and mostly just stick to your GCD abilities for threat (Shield Slam, Revenge and Devastate). In these situations using a slow weapon for tanking will increase your overall threat generation.
It all depends on how much you can Heroic Strike based on the availability of rage.

Heroic Strike? You will find it scales better with faster weapons as it involves innate threat. What this means is that the ability causes threat higher in nature than that of a white damage attack. Think of it like this, white damage threat + chunk of threat. During a battle, you swing more often with a faster weapon. This explains itself, of course.
The concept of using a faster weapon is the white damage comes more frequently, even if your swing is dodged or parried by a mob you will have another attack coming. This increases more when you factor in the haste bonus when you parry. This is the school of thought I prefer.
