The tooltips are a litte bit weird for the first time you look at them, but you can see that SoR just gets more of your AP and SP, of which you will get more and more as you get closer to the BiS equipment. Right now you are full of green/blues with a relatively strong weapon, thats what makes SoComm better for you now. SoComm is the best (dmg dealing) leveling seal as far as I know.
