It's at the first part of leveling you'd want to pick up ret talents, dipping into prot starting around level 40-50.
Once you're past that, you want to fill out your top tier prot talents before going back to ret, as Caean said.

The paladin I leveled most recently was done prot, I have used SoW until level 71 when I got Divine Plea, that being said, HotR is your best threat/mana regeneration (with SoW) until then.
Go
51 prot first, then 11 ret
and then fill out the rest of the talents.
You can use Glyph of Consecration from 15-75 with FCFS (since you get ShoR at 75) and judgement in the other slot.

If you can afford to respec every once in a while (leveling alt with active 80' main), I suggest this way of things:
1. Pick SoComm. Then fill Prot tree.
2. Pick Holy Shield. Fill Ret tree up to SoComm.
3. When you get SoV/Corr, go down in Prot to pick AS and HotR.
4. Finally fill the rest of talents up the way to 80'.

Guarded by the Light
is huge for keeping mana up and it's what you'll pretty much count on when you run level 80 content. So getting used to it as soon as possible is probably a pretty good idea. It also reduces spell damage taken and when partnered with
Glyph of Divine Plea
and used properly, you're constantly regenerating mana with a 6% reduction in spell damage taken and a 3% reduction in total damage taken from the glyph. The talent allows you to keep DP up most of the time, allowing the damage reduction from the glyph to have maximum uptime.
Just to point out - OP is talking about level 60 tanking? You can get HotR and SoC together by 71.
Seal of Command doesn't make up for losing Hammer of the Righteous at 60. That's all that really needs to be said.
Reckoning is optional, as you trade off survivability (usually Toughness or Imp Devotion Aura) for it. Up to you, depends on your party balance as to which is actually 'better'.

Just a few comments and questions:
1. Do you usually use Devo Aura or Ret Aura? I find that while leveling in instances, I still keep up Ret Aura (unless if there is another pally). So, the Improved Devo Aura seems like a waste for me (for levelling).
2. Also, how useful is Divine Sacrifice/Divine Guardian for levelling? I have found so far with Righteous Fury and a single Consecrate, I can keep all the aggro. So, again, it seems like a waste for levelling.
I am currently level 28, so correct me if my thinking is askew. Here is what I am aiming for in Prot (my projected Level 60 build):

. The goal is to have more than adequate tps/mitigation, while providing tools to help clear faster (i.e. Ret Aura and 4/5 Reckoning). Also I prefer 2/2 Imp Hammer of Justice to better interrupt heals/cc.

I used Devo Aura because there was no issues with threat.
It gives 20% damage reduction if you're the only one taking damage on use. It's very useful, especially in combination with Glyphed HoSalv and Divine Protection.
Imp HoJ is very situational and a rogue can do it better.
