Well, the simple answer is, you need to fish in or near a main city, that is where the lowest level fish are.
The long answer is that it depends on what city you are near:
Darnassus: There are 2 lakes, one at the starting area & one about half way to the main city, both of these are ideal for starting out. There is also a great deal of water in the main city itself however you will lose your catch there occasionally until you get your skill up to 50-60.
Ironforge: There is an ice covered lake out in Dun Morogh that is ideal for starting. there is also one in the gnome & dwarf starter area.
Stormwind: There are water filled canals throughout the entire city that are excellent for starting out.
Orgrimmar: There is a pond in the valley of honor that has the first 2-3 types of fish.
Thunder Bluff: there is a pond on the main rise & there is a lake out in mulgore, both will do nicely to start you out.
Undercity: There is a glowing green moat that flows all around the 4 quarters of undercity.
I have no doubt that there are other possible places to catch beginner fish but these should get you started no matter where you are.
good luck with your fishing. ^^

Of to Ogrimmar means you're Horde :>
So i suggest after you hit around like a skill of 40-50 just put a bait on your fishing pole and then i'd go fish in one of the barrens oases as those give you which should sell nice on the AH (it does for me it's around 14G per stack, not too much but hey you're just leveling up fishing aren't ya?)
