Dynamic Raid Lockouts

Why are raid lockouts so dynamic? Why is there a specific ID for each group that goes into the raid?
Lockouts should function as a string of "Which bosses has the player killed/seen killed" values, instead of based on the group that the player ran with, meaning if a bad group manages to kill Marrowgar, you won't be out of luck for Icecrown for the week.
To clarify what this would mean, here is a list of explanations for what would happen in various situations, all taking place on the same realm.
If an unlocked player joins a group and phases into the dungeon, he or she will be prompted to lock to the instance, giving a list of the bosses that have been killed. This would lock that player out from killing the downed bosses for the duration of the lockout. This is currently how the system works within a realm.
If a player that is already locked out for some of the bosses enters the dungeon, lets call him or her Player A, the players in the dungeon already are asked if they want to join the lockout of the just zoned player. If everyone accepts, the instance will reload, and all the players, including Player A, will be rezoned into the entrance, with the lockout refreshed to include all the bosses that Player A has killed.
If a player that is locked out from some of the bosses zones into a raid in progress, again, lets call this Player A, he is given a confirmation as to if he or she wishes to get locked for the bosses the group has already dealt with, and the group will be given confirmation if they want to be locked for the bosses that Player A has already dealt with. If both parties accept, the instance will reload, and all players will find themselves at the entrance of the dungeon.
This increased functionality would even allow for cross realm raids using a variant of the LFG tool. Players would select a list of bosses that they want to kill, and could be merged with other players with the same list of requested bosses. Non requested bosses would simply be absent from the dungeon. They would be unable to request bosses for which they are locked, but could pair with players that are still unlocked on those bosses. Only bosses that the entire group wishes to down would be spawned in the instance. Players would only be able to queue for bosses that they have enabled, in terms of progression based fights, meaning a player would need to be locked to each wing plus Saph to queue for KT, or FL would need to be downed to queue for Ignis, Razorscale, or XT, or Northrend Beasts would need to be downed to queue for Jaraxxus. Appropriate gear checks would be made by the system, as it does for heroics right now.
This would still encourage players to raid on their own server, as they could share and divide lockouts for larger raids like Naxx, Ulduar, and ICC, in order to get to unlockable bosses without needing to clear the entire instance (more relevant when the raid is on farm status, or is worth being farmed).
Depending on feedback, I'll toss this up on the official site. But I'll probably have to adjust some stuff.

Or instead of asking the group , just have it so that whoever you are locked on you can't fight. If I am locked on Jaraxus, I can join any group, but will not be let in until the Jaraxus fight. Again, this would work well with a LFG tool. All those times you see them spamming trade for a replacement mid-raid, the raid leader can simply request a replacement (DPS, Tank, Heal... or even by class/spec) and the next one in line is picked, just like the current LFD tool.
I am with you 100% on this. It really sucks when you go into a raid with a PUG and for whatever reason it disbands and you are stuck for the rest of the week. That is one reason why getting into good PUGS is so tough. If there were something like this in place, there would be alot more people willing to PUG since they won't have that fear of getting a bad group and wasting a week. You do ICC and the tank is horrible, or the raid leader is a ninja, no prob, just quit after Marrowgar and join another group. And the group you left will have plenty of people in the Q wating to take your spot.

Yeah the current raid lockout (and heroic lockout for that matter) could be achieved in a much better way. It would take some serious reconstruction from the development team though I feel.
Not to write it off though. They've undertaken some hefty jobs so far already...
