But the basic point is that all classes when played by someone who isn't bad do much better. There is no definitive "most skill dependent class" in the game
I totally agree with this. Any class can beat any class as long as the player has an understanding of what spells do what and when to use it.

Possibly because arms isn't the PvP spec atm. That's like saying playing prot is hard in arena.

I'd have to say that most healer classes have a greater level of difficulty, since most require more multi-tasking then dps classes as well as fast reactive skills.
A restoration shaman has to: keep track of totems which are constantly being auto-attacked, kite, interrupt spells, hex, lavaburst execute and heal their partners.
Resto druids have to keep track of CCs, kite, change form often (bear for stun/frenzied regen, cat for stealth and pounce) and heal their partners.
Priests have to balance their offensive capabilities with their healing ones (knowing when to fear, heal or manaburn.)
All this while keeping track of mana and knowing when to drink.
Paladins on the other hand... don't really have it that hard. Great mana efficency, nothing to manage except judgements, 2 instant cast CCs, and hand of freedom. Rarely have to drink. Divine shield is also WoW's best 'oh !@#$!' button.

and when Gear=Gear then what? Are not we talking about skill AND class then?
Well back to topic. I think any cloth wearing class is hard and challenging to play as you need think not only about offense, but also about defense. Need to think when burst, manage good cooldown timing and when to retreat. You have to use both brain sides what is not the case with DK's and Paly's.
