. Werewolves are not always evil, and in my idea Worgen have a notable standing as being enemies of the most evil thing in the Warcraft universe (the Legion, if you don't know).

. Naga can wear armor and they look awsome wearing it.
However, I think your idea is a good one. Although it might cause complications with the coming expansion (i.e. Azshara being the main focus of it)
the naga look excellent with armor but PLEASE please please post a pic of a naga with robes if possible!

I seee Naga as having Blue, Green, Gold, Black, and White scale tones, and I'll try to find a Naga in robes and get back to you later.
Actually, I didn't read the book but I stumbled upon a spoiler (dam dam dam!) that said as Ner'zhul's spirit died he had a vision of a city rising out of the water. The only city I can see rising out of the water now is Nazjatar. If I'm wrong I'll correct this went I do get around to reading it.
EDIT: think of the robes as what the Naga in the pictures are wearing, only re-colored to match the particilar robes.

Like, the Korsel didn't like being slaves to the Naga and rebelled? (Or at least a faction of them?) Iunno just thinking out loud. :D
I think this Korsel idea would be better as a playable race then the Naga though.
The Korsel look to the Naga as gods, they're basicly a 'Vrykul' race for this expansion. Although they are intelligent enough to break away from the Naga if they want to, they don't.
EDIT: After all, they made them. Might have some kind of magical control over them too, but that's just an idea.

Edit: Btw, where did you read in Arthas: RotLK that Nazjatar may come to the surface? I red the whole book and don't recall the Naga being mentioned at all, at the final battle for the Frozen Throne Golden lets us belive that there are Illidan, Kael and some Blood Elves, not a big bad army of Elves and Naga. Can you please tell me who/when said that, so that I can check?
I have asked this every time it is brought up. Even went back to supposedly when it happens, when nez'rhul is slain in the book. I don't believe it exists.
Edit: It does, but I was looking after nez'rhul dies. Its A vision of things to come for Arthas that nez'rhul gives him. It also foreshadows the emerald dream and possibly death wing.

Interesting idea, and it certainly opens up the Dragon Sanctums to be added in a reasonable timeline (Green should be last, in an Emerald Dream expansion in my view)
It also gives the oppurtunity to plug a fairly large hole in lore, that of the Kvaldir.
Doubt we'll get new races though.

I actually plan for the Kvaldir to be a faction in this expansion. Judging by a certain questline in Borean they don't seem to like the Naga much, so they would be working with the Alliance exclusively.
On the flip side there is a small portion of the Makrura that are willing to work with the Horde and their Splinterscale Allies. But its just a work in progress.
and Read up on the Naga'gal so you can understand one of the incoming dungeon ideas.
