Personally I find frost to be WAY faster and even harder hitting than fire in the higher tiers. Not to mention so much more survivability.
Initially Fire tends to be a bit better, from what I've found. But as soon as you get Ice Shards and Shatter, there is no competition. You will do way more damage, slow everything and rarely get hit.

Fire has better range, Arcane has more damage, Frost has more survivability.
