It is a very good idea to have Ventrilo to listen to the raid leader, or other members in an instance/raid. You do not have to speak, or use a mic, as most raid leaders are quite content with the fact that you can hear them.
If you are using a broadband connection, there is no reason not to use it, unless you have privacy concerns or noise issues, in which case I would suggest a head set.
To answer your question; No, it is not needed, but will help you and the raid complete its task easier.

we dont use vent at all, people really should come into a raid and be prepared watch boss videos or read strats and get a general idea whats going on, our raid leader will go over minor details of the boss, vent tends to slow things down, and you have the idiots that come on and play music or hear there mum in the background telling them to get off the computer

Well I am in a semi progressive guild doing naxx 10 and os10/25 and we're still pugging for naxx 25 until we build up the people, and we don't use vent, ever.
I think it detracts from the game quite a lot to be honest, I don't want to hear someone else talking to me, I find it easier to concentrate on text and DBM than on someone barking orders at me. I have used vent before and as a female in a male predominant raid have managed to garner some rather inappropriate comments. In a raid where a 17 year old female was raid leader the testosterone level went waaaaaaaaay up - it was ridiculous. I'd rather people think I'm a guy if they can't manage to act like adults (bearing in mind my guild isn't 18+ strictly and we often pug a lot of teens). Grow up! I can live without 6 million sexual innuendos from cyber geeks to whom it finally occurs that - OMG - women exist!
Several times with European leaders and not the greatest of connections I've found it quite difficult to understand accents or slang terms, and if i'm concentrating on figuring out what the hell someone has just said that's 3 seconds wasted I could have and should have been healing.
I don't know - I have nothing against guilds that use vent but personally I just don't find my raiding experience as enjoyable when it's on and I play the game to have fun, I'm the best geared healer in my guild and I have no doubt I could get into a much more hardcore raiding guild and gear up extremely quickly but It's not worth the cost of vent to me.
I know others feel the same as we have a solid naxx 10 raiding team all of whom don't like to use vent and the tank is very quick off the mark with asking via text in the fight, but most of the time we work as a good team who all know strategy and all have DBM and there is just no need for vent. I can type as far as I can speak, so it's certainly not always quicker anyway.
Vent is one of my pet peeves, if you don't want to use it don't listen to the many many many people who'll tell you you can't raid without it - you really can, with the right people, but the majority of serious raiding guilds out there will require you listen to it, if not speak on it.

Our PuG-raids have a single requirement.
Join the Vent-channel, or get kicked.
It's that simple. If people can't be arsed to sit on vent and listen to our tactics and commands, they can't be arsed to give it their best. And then we don't want them.
Also, you don't have to speak, but listening is a must.
