Have you ever heard of a little thing called "quest rewards?" Or maybe "crafted items?"
If you have a group of people who *know what they are doing* and who work together as a team (tank, DPS, healer) it is not THAT hard to go through an instance and kill the elites, get gear that is better for your level, etc. I ran Wailing caverns last night on my level 17 shaman. I didn't contribute as much to the group as if I'd been higher level, but I did toss off some heals, throw out my totems, and did my best. I think I got an upgrade in *almost* every item slot. I wasn't going after specific items, as I will be replacing those within five levels anyways, kind of pointless to obsess endlessly over gear while you're still leveling and replacing it. Twinking is another issue altogether, but quite frankly if you're twinking then XP isn't going to be your main concern, right? /shrug
And yes, the XP mechanic is designed to make powerleveling less attractive. You will get better XP AND learn to play your class better if you go with a group of players your level, or very close.
I am sorry you have had bad PUG luck. It happens. You pick yourself up, keep going, and try again. Try to figure out WHY you wiped, what you could do better, and improve your techniques.
Or keep questing, level to 80, and quit worrying about XP, just go for the best gear you can find.
