suggestions:
*give the tank longer to get agro at the start.
*this is even more important with aoe groups.
*use the meta gem
*use the cloak enchant
*use soulshatter
*try demonology (you share your damage and, therefore, your threat with your pet
*get a better tank (or advise the tank you have to do better or gear more to threat)
*aff=
improved drain soul
*there's an aff spec which takes both this and
destructive reach
since 3.0 tanks have been given enough threat for this to rarely be an issue so if it is a big problem for you then it's one of two things:
a)you're starting to nuke the mob before the tank has even really pulled properly
b)your tank really needs to gear up
do you pull from the tank in boss fights?
do you pull from the tank more in aoe or single target situations?
if you wait for him to establish agro do you still gain on his threat per second to the point where you will pull?
is there a big disparity between yours and this tank's gear?
basically if the tank has a similar gear level to you and he plays it at all better than terribly this should be a none issue. there are steps you can take but generally i would guess the tank needs to work more on their own threat.

Edit: Also, what class/spec are the other two DPS and why aren't they having threat problems?

sounds like the problem is on his end.
i'm currently playing my tank the most out of my characters and there's really no excuse for losing agro on single pulls. warrior aoe threat isn't as high as other tank classes so they will need a little longer to establish initial threat than a pally/DK but once they have them it shouldn't be a problem.
warrior single target threat is very good. if his gear isn't vastly inferior to your then the tankspot guides will be very useful because, n that case, it's not simply a gear issue it's about how he's playing the character.

well, if he's a friend you might want to word it a little more sensitively than "L2P noob!" but, yeah, if you've taken on board the points above then you've done all you can from your end.

You should NEVER pull aggro from the tank, except in the rare AoE occasion where adds are added later on and your AoE hits them before the tank does... Threat is NOTHING compared to what it was in ye ol' TBC days, and should be the last thing on your mind... You should definitely have 2/2 Destructive Reach, but you shouldn't have to do anything else as far as threat reduction goes...
If you like the Destro "feeling" but have no way of getting your tank to perform better, I recommend

. There is another lock in my guild, MUCH better geared than me and doing less DPS (he has a crappy spec and a crappy rotation) and yet his threat always doubles mine... Because a good deal (750-800dps) of my threat is split with my Felguard. I RARELY ever Shatter.
But yeah, if you are a destro lock at heart I would recommend sending your tank toward TankSpot... As for what you can do, try to make sure you are attacking the target he is single-target focusing on. Thunderclap is enough to hold aggro for light-heavy AoE (Rain of Fire/Seed of Corruption), but it can't hold a candle to the sheer single-target burst that deep destro utilizes.

in that case you're a bad player.
no excuse for getting threat early in a fight. you started too early. let the tank get positioned and establish a threat base.
