There is a
UI
(user interface) forum as well as a
sticky
with some useful information.
Make sure you put the Titan folder in the correct directory (Windows:
C:/Program Files/World of Warcraft/Interface/Addons/Titan
). After this, make sure the addon is enabled in the addons menu in-game (button on the lower left hand side on your character screen). I believe Titan automatically loads by itself if this is a first time installation.
