Wands are same as an off-hand in most cases, great for stats/spell dmg. The times I see the most use is in situations with pally's using seal of wisdom. One thing we do on the Wiz of Oz fight, is to have a pally judge seal of wis on the tinman at the end, and everyone just wand him. As a pally tank, I constantly find myself screaming into vent to wand things when people with insufficient gear run outta mana. Btw, any ideas on which sword/dagger + offhand is the best pre-Kara

As said by a couple of people so far. Wands are useful for end of a match if you want to preserve mana, or for in a large group fighting trash mobs, they are good to still deal damage while preserving your mana.
At level 63 I found the first dagger/sword + offhand combination for my frost mage so I switched to that, which you use should depend on what's best for your character build and whether or not you're heavily into RP. Personally I haven't heard of many Mage's (in lore) that weild daggers and orb or w/e, most have a stave. But besides that, it's all personal opinion. End-game the sword/dagger + offhand usually deliver the better numbers for spell damage.
