What's your spec?
Do you have Piercing Ice? That's +6% calculated after +dmg is added in.
Do you have Arctic Winds? That's +5% as well.
Are you in a raid with a warlock, is s/he applying Curse of Elements? That's +10%.
Or do you have a shadow priest with you? Misery is probably being applied to your target in that case, that's +5%.
Base damage for
Frostbolt Rank 14
= 630 - 680.
Your +dmg is 700 * 91.43% = 640
Min Damage: 630 +640 = 1270 * 1.06 (PI) = 1346 * 1.05 (AW) = 1413
Max Damage: 680 + 640 = 1320 * 1.06 (PI) = 1399 * 1.05 (AW) = 1468

For total damage of Frostbolt:
(BaseD + (.95 x (3.0 / 3.5) + .02n) x BonusD) x Piercing Ice (up to 1.06) x Arctic Winds (up to 1.05) x other multiplicative modifiers (crit bonus, CoE, Misery, etc)
Where n = number of talents in Empowered Frostbolt
With Empowered Frostbolt maxed: (coeff = .914286)
Low: 600 + 640 = 1240, High: 1287
With both Arctic and Piercing, the numbers from Emp FB are both multiplied by 1.06 and 1.05, so they are 1380.12 and 1432.42, respectively. Any further damage is caused by (de)buffs.

But your base #s for frostbolt are incorrect, it's 630-680 as the linked tooltip said.

And your base numbers are from Rank 14, which isn't released to the public yet. Mine are from
R13
. ;) I originally noted this, but edited several times, and eventually removed that R14 wasn't available. Oops!
And besides, I provided him the actual formula to use as he sees fit, rather than to just assume he knows everything there is to know about the multipliers and such. :P

1) Do you constantly switch gear from lvl 71 trash to lvl 72 trash to account for increase in level-based resists?
2) With IV coming in 2.3.2, would you recommend deep fire/IV over 10/48/3? Or if u advise sticking 10 pts into clear-casting until reaching X amount of mana... what would X be?
1) Level 70 trash (if there is any) requires 3% hit, 71: 4% hit, and 72: 5% hit. Which means that the only switching worth doing would be between trash and bosses.
2) From how Icy Veins looks, I'd keep Clearcasting. The increased chance to proc Frozen is only helpful on trash, instantly decreasing it's usefulness in PvE. The 20% speed increase (note: on-click) does exactly the opposite of Clearcasting (note: passive); your mana pool disappears quicker. Now, this means that really, you're going to have to experiment. I personally would still take Clearcasting, as you're going to have to take Frost talents, that, aside from Precision, will be worthless to you in PvE as a Deep Fire Mage.
