No, it's not supposed to be slow.

OP, you may want to try downloading from a mirror listed on the wowwiki page: http://www.wowwiki.com/Patch_mirrors

Remember though, this is not the 3.1 patch. It's a "Preload". It's to help alleviate downtime and stress on the actual patch day, by only making people have to download a much smaller patch (Imagine a few million people downloading ~600mb at the same time).

No, it's not supposed to be slow.
It is. Blizzard know they have several weeks to get this data out, so they only use a very small amount of their own bandwidth on it, and let people slowly share the data to each other. This makes downloading the patch much slower than if Blizzard used more bandwidth. Getting this data is not urgent at all, so it's very much worth it for them to save some cash on their bandwidth fees, especially since it won't hurt players in any way. Whether you download this data in 1 hour or 1 week does not matter at all.
