Possible, but extremely hard. You would have to bait kiters, and you would have a hell of a time killing pillar humpers. Expect to not get out of 1700 ratings, and needing insane skills to make your ele burst effective. Restokin may be better. Dual off healers, dual big burst combo's. Not to mention you can rotate cyclone and hex, forcing a horribly tough time keeping dps alive for healers.
But dual dps is where ele shams shine in 2v2. All burst, no games.
