Recount bug or SV really does more ES than AS?

I am always looking at recount statistics and too often is see something like this (numbers are similar to my last pty member)

ES count 38X
AS count 32X

I mean, is it a recount bug (showing dot as actual initial damage ability and therefore multiplying number of ESes) or the SV actually has a bug in it allowing it to use more specials with 6s cd than autoshots with 2.8cd (not counting even quiver haste). It might have been Lock and load but it must have had proced on every occasion.

PS:
ES - explosive shot
AS - autoshot

EDIT: bah i think it really does show the dot as initial damage because reading the skill describtion they are the same. So ES count is multiplied by 3.

Yep.

Each tick of ES gets counted seperately by Recount.
