It depends on group make-up. There is no one right answer.
For me, I prefer to trade it with another arcane mage first and foremost. After that I choose fireball or ffb mages, only because they usually crit a lot. From there, it depends on the group really. I'll give it to a boomkin, ele shammy, healadin, or even a priest. It all depends on who is in the group.
Arcane mages are actually on the bottom rung of people I'd cast Focus Magic, since they don't stack crit that much

Putting it on a healer is not a bad idea. Holy Paly and Disc Priest crit often.

Other Arc/Fire mages, Frostfire mages, Boomkins, Paladins or Spriests.
But then it depends on them and their gear and their role in the encounter. I tend to go for the frist, third or last option durring our raids depending on present members.
