Wowhead is saying that, according to the PTR, that weapon is going to be changed when Patch 2.3 is released. We won't know for sure if it will be changed until 2.3 is official. Wowhead is kinda jumping the gun, I think, by reporting as official something that is not yet official. But there you have it.

Wowhead updates its data as it is collected on the PTR, so in that sense it is official.

Note: This item was changed in patch 2.3!
The problem is that we don't really know yet if it will be changed for 2.3. That's the nature of the PTR. Blizz may decide at the last minute to change it back or change to something else entirely.
The note is accurate, The item HAS changed in patch 2.3 - since that's what's up on the PTR.
If the change is reverted before release, then Wowhead will surely update with that information automatically.
Last minute changes are not exactly common, and even Blizzard doesn't preface every single change with "this change may not be implemented on Live".
