Combat Swords tends to be the leveling favorite for leveling and PvE. I hardly even stealthed when leveling as combat swords. Run up, fillet the enemy...move on.
As for PvP, there are a few standard specs that rogues take. My rogue is a 16/0/45 spec and I enjoy it. I can take out people in S3 gear, when all I have are blues and S1 off-hand, haha.

Mostly season 3 gear? Mostly season 2 with one piece of season 3 gear? If so then they're most likely awful players.
You're not going to take out any opponent worth their salt with that spec if you're sporting full blues and they're running with 350+ resilience and 10k+ HP.
