It actually works very much like that - TOR books, for example (one of the major publishers in the U.S), will only accept published authors or works forwarded by agents, who, surprise surprise, cost money.
But yeah, pretty much - I sent them a "random" story I've been writing on, and they came back to me a few hours later and told me that they were interested. I'll get a thousand or so dollars out of it, but the money isn't really important in this case - I'll be published
