BACK TO BATTLE.NET ACCOUNT MANAGEMENT
Sounds to me you tried sending yourself another Scroll of Resurrection.
Example:
Account A: Currently working
Account B: Frozen/Inactive
Account A sends Account B a Scroll of Resurrection. Account B accepts Scroll. Account B can't receive another Scroll from Account A.
Account B: Frozen/Inactive again
Account C: Can send Scroll to reactivate Account B
Not sure if this is the case or not but it's just a thought.

Eligibility & Limitations
Who can be sent a Scroll of Resurrection?
To be eligible to receive a Scroll of Resurrection, your friend must have previously subscribed to World of Warcraft for at least 30 days and their account must have become inactive on or before March 4th, 2012.
i got mine on 3/6/12. so therefore, i cannot send one to him.
