you shouldn't need any Frost Resist gear for 10 man. Just put up a totem or have a pally use Frost resist aura and it should go much easier

Haxor is right. The big thing on 10 man is to decurse ASAP and NOT stand in the Blizzard. My groups have never used resist gear for 10 man, only 25 heroic.
Edit: To answer the OP's question, you should gem for whatever important stat you're lacking due to the resist gear. I lost a lot of +hit with mine, so I gemmed for it to stay at the hit cap.
