Here are some of the 3.1 changes for engineering so far:
Added a new Reticulated Armor Webbing engineering enchant that increases the armor on plate gloves.
Added a new Springy Arachnoweave engineering enchant that grants passive spell power in addition to turning your cloak into a parachute.
Flexweave Underlay now grants passive agility in addition to its normal effect.
Nitro Boosts now grant passive critical strike rating in addition to their speed boost.
The list may not be conclusive and is subject to change over the course of the public testing process.

I'd love to see some PTR values on the stats that are added...
EDIT: Derr, look on the PTR site... I believe this is the new
Flexweave Underlay
one. Not really worth dropping 12 Agility for...

/agree, and glad you joined WowHead to make that point!
The addition of spellpower to the parachute cloak and crit rating to the nitro boots means they are actually viable for pve players, which is a serious improvement. Sure, I'll probably have a second cloak with +23 haste for doing patchwerk, but for general use, the +11sp with the parachute will be just too useful in so many ways. Of course, my main is a (non-engineer) priest, so I'm used to being able to float any time I want . . . this will bring a little parity to my (engineer) warlock.

At what point was engineering a min-max profession? It has never been, nor will it (likely) ever be. That's the only point here. The improvements in 3.1 don't bring engy into line with JC, for example, in terms of pure min-max raiding benefits. No question about it. But it closes the gap to the point where one can actually make a case that engineering isn't totally nuts.
But of course, any hard-core raider in a top guild would never pick a parachute over 12 agility.

More blue updates, further reducing the gap between tinkers and enchants:
Nitro Boosts now Permanently attaches overpowered nitro boosts to a pair of boots,
increasing critical strike rating by 16 (up from 12)
and allowing you to greatly increase run speed for 2 sec.
Flexweave Underlay now Permanently attaches a flexweave underlay to a cloak,
increasing Agility by 15 (up from 10)
and allowing you to turn the cloak into a parachute to fall slowly for 10 sec.
Springy Arachnoweave now Permanently attaches a springy arachnoweave to a cloak,
increasing spell power by 18 (up from 11)
and allowing you to turn the cloak into a parachute to fall slowly for 10 sec.

flashlight is an interesting idea
Wish it had a shorter CD though, for raid marking purposes
like 20 seconds as to make it non-spammable

I suppose, but
flares
are crazy cheap, last longer (5 min) and have no cooldown to speak of (well, 5 sec). Very spammable...use on Heigan (for example) to mark safe spots for toons with two left feet.

1) The game doesnt turn around PvE
2) There is boss who throw you into the air and you take falling damage. Parachut prevent these damage, saving some mana of your healers.

Honestly, I have never looked at Engineering as being an end-game hardcore raider's profession. I've always seen it as a casual, "fun" profession that offered more of an entertainment factor. More often than not it seems that is more geared toward pvpers for the extra survivability it gives and added attack abilities. The lightning generator, goggles, nitro boosts, and fireball have given me an extra advantage over my opponents.
JC really seems to be the best profession for end-game right now because of the gross amount of bonus stats you get from those JC only gems. It's become the most popular profession from what I've seen. Combine JC with BS and its fantastic for itemizing.
