As you lvling you won't need the +hit enchant, but the pure spl ones would be fine,
icewalker on your boots too isn't a bad idea

Personally, I didn't enchant/gem anything till 80, simply because you replace your gear so often while leveling up and then once you hit 80 you'll be running instances and getting new gear again.
The gear you get from questing will continuously upgrade you the whole way to 80 too. It's a great money saver just using quest items to level with. Feel free to disagree, just my 2 cents = )
