My recommendation would be Zul'Drak. You might even find some Rich Cobalts there - I know that when I was trying to mine Saronite there, while levelling, all I was bumping into was Cobalt...

Howling Fjord and Zul'drak from what I have seen have the highest density of cobalt nodes, with Zul'drak also having rich ones scattered about. Borean Tundra, Grizzly Hills, and Dragonblight also have cobalt nodes, but not nearly in the same quantity. Zul'drak, as others have posted, is undoubtedly the best place to find it.
You will not find it in Icecrown, Sholazar Basin, Storm Peaks, or Lake Wintergrasp.
