Yes, Tunic of Dislocation is better then T7, in fact its better then T7.5 if your not poison hit capped already.
And as a side note, Librarian's Paper Cutter is probably better then Omen of Ruin. Faster daggers = more FA procs + more IP procs. Librarian' Paper Cutter is better then quite a few epic daggers for mutilate.
And lets not hope that you loot some 1.8 daggers, lets hope that you loot another Webbed Death, as dual Webbed Deaths is the best weapon combo for PvE mutilate.
