What they should do is make OB use both weapons, like they did for warrior's whirlwind if I remember correctly. That would be the equalizer and make DW very viable. Just my 2c

Somebody PLEASE prove me wrong.
Even if you do happen to figure out a way to do it, blizz will then nerf that too. Its been publicly stated they do not want you duel wielding while tanking. So they will just continue to nerf you until you give up this craziness and conform.
