Azure spellthread etc

Im kinda new to the enchant thingie so here it goes:

Ive seen twink builds having +30 stam and +10 agi etc. So, question is bascilly. How does a lvl 19 mage get that ?

Can a lvl 70 char buy an azure spellthread ( what i intended to use ) and use it on a lvl 19 pants or whatever and then send it to the mage or ?

Clefthide or Nether leg enchants, or the libram enchants. Those are all you can use. The rest will cause the items to become soulbound even though the enchant text itself may not say so.

I'm pretty sure Runic Spellthread and Golden Spellthread do not bind items, so buy spellthread, enchant to BoE legs and send to your alt.
