Currently you get about 1% more damage against a raid boss from 2% armor penetration. It can be a worthwhile stat depending on what other stats you might be giving up instead.
In 3.1 it may be slightly more effective depending on how the changes to armor penetration, armor reducing debuffs, and boss armor values work out.
