You can still put up decent dps by varying your rotations like mathron said. Even more so when you consider that you wont be going OOM so fast which translates into more damage.
Usually I start out by Arcane Blast spam till the Arcane missle procs. This is my main damage or burn phase. Once I hit just below what a mana gem would top me off, I pop the gem.
Then same rotation till about 70% mana where I go to 3xArcane Blast for full stack and Arcane Barrage or AM if the proc.
Then about every 15% mana I use I remove an Arcane Blast till its just 1x Arcane Blast then AB unless AM procs.
About 30-35% mana I Evocate on normal heroic bosses. If I'm fighting a raid boss and want a good starting out burn phase I start out with the burn phase to make sure that I do optimal dps and use the Evocate early enough that I'll get a second Evocate at the end of the fight (preferably when boss is around 30% health or lower). This gives me a second burn phase.
These numbers are very rough and will change with play style. Just what I have found to work for me.

For the most part when im running instances (raid or heroics) im definately not among the top dps mob to mob. Specially when its a fast pace.
Bosses are where the rotation comes into play for me. Trash I usually let the tank pull and then I start casting a flame strike. After that finishes casting I toss a Blizzard. Depending on the remaining health of the group I might drop a second Blizzard but usually I dont have to. Much more mana efficient than trying to single target dps trash mobs on a fast group. The BIG problem with this setup on trash is that you have no threat modifiers if you are arcane (Towards fire or frost spells). You have to watch carefully for the popups that tell you when you are about to pull aggro.
For me it seems that arcane's power in dps is when you are in a boss encounter. This means that your going with the rotations that I mentioned above or in the sticky in the forum.
To Goldish:
Since you are more pvp specced than the optimal arcane spec, this will probably lower your dps and/or mana efficiency. Thus, this will lower your overall effective dps. The overall dps becomes more important when you look at lvl 80.
And always remember dps is our primary objective, but there are plenty of other things that make a mage great than just doing massive damage.

The only time I run out of mana is when fighting Ktz. Every other fight doesn't take much regen. However, I do use glyphed mage armor, so when regen gets nerfed next patch this will change a little.
It's great that Evocation is on a 2 minute CD now, and with mana gem I'm always fine for mana. What I do is use Evocation before mana gem, and when I'm oom again I pop the gem. For some reason if I use the gem first, then use Evocation, I seem to run out of mana very quickly. I don't know why. I never do when Evocation is first thought. you could try that.
I agree with Mathron on useing the weak rotation also in bad times.
btw, my rotation is: ABl x 3, ABar. (repeat)
When Missile Barrage procs: ABl x 3, AM, ABar
The only one higher on the meter is another arcane mage, or sometimes a very geared lock.

Arcane isn't a "sit on this rotation go go go /yawn" like with fireball and frostfire bolt.
This is exactly what I do, and i never oom. until 3.1 that is.
That's because you're depending way too much on Mage Armor. :)
I know you don't like to be told so, but it really is higher DPS by varying your rotation and using Molten Armor.
