If anyone is stealing aggro from you, then you are doing something wrong. Yeah, that is blunt, but it is true. The game's mechanics are set up that no matter how much DPS or healing people in heirlooms put out, tanks are built to take and hold aggro.
Also, heirlooms are the equivalent to blue items.
Now that I think about it, there are a couple of ways other characters might steal aggro, but that is their fault, not yours. Both involve pets and their taunts. If you find some Hunter or Warlock pet, possibly Shaman rock elemental, grabbing mobs from you, say something in party chat about them turning that spell off. Usually people are good that way, with the "oops, forgot, was soloing" as an answer.
To the point: leveling in dungeons is much faster for tanks, but that is because your queue times are measured in seconds. Don't forget to do the dungeon quests for extra XP!
Where I would mix some questing XP with dungeons is when you hit level 85 and go to Pandaria. Or if you are still leveling mid November, mix it up in WoD instead. You will need the reputations built up for the current content.
When I leveled my Protection Paladin, I did not have heirloom gear, although it existed. I either did not have the gold or items unlocked or whatever. And I never even once had an issue in dungeons keeping aggro. Tanks just have way too many ways to build threat.

At low level aggro is not a big deal in dungeons anyway. The fist few dungeon is tuned that way that anyone can take a few hit from the mobs, so you will have time to pull them together. And later on, when you will have more spells at your disposal, you can easily build initial aggro in a group, and then no one can pull the mobs off from you, unless they taunt. (And if they do, then simply let them die :) I've seen a few leveling DK who thought death grip should be part of their dps rotation :D )

Yes, that's how the game's mechanics are set up, but especially at lower levels, if you do not have heirlooms as a tank you end up not tanking more often than not, because a pure-DPS person can and usually will easily pull off you. They simply do so much DPS you can't keep up with them. This is also an issue on max level if your gear-level is far below someones.
Example comes to mind when I started doing LFR, my gear was 496 on a blood DK. My friend, a 540-ish warrior, ended up tanking that run in arms because I simply could not generate enough threat to keep the boss off him. I taunted, the boss looked at me for 3 seconds, but as soon as the taunt wore off I fell off the aggrotable.
This is more than normal in lower level LFD.
@OP. I suggest you continue, even without heirlooms it is a lot quicker through LFD if you're a tank. Once you come up a couple of levels you will get Consecration and some other spells, making aggro a lot easier.

Not to mention the number of hunters who keep their pet's growl on. or forget to turn it off, or simply don't know their pet has growl. All are common in low level and even sadly high level dungeons.

My husband has been tanking since vanilla. He tried to run a few randoms recently and found overgeared, aggressive players would run ahead of him and kill things before he even had a chance to get aggro. If you dont know the content, how are supposed to 'pick up the pace'? And why are people running through dungeons so quickly you dont even have time to loot the trash?
I wouldnt blame the noob tank. I find people are much more in a rush and much less helpful than when we played before (we're back after a 3 year hiatus)
