The 3.2 PTR Patch notes have been released:

They contain this little chestnut:
Axe Specialization (Orc): The weapon bonus from this effect now applies to fist weapons in addition to axes.
Your racial just got way better.
Also, the Shaman changes:
Shaman
* A customizable totem bar will now be available for shaman allowing the storing of 4 different totems. These totems can be placed on the ground at once in one global cooldown for the combined mana cost of all 4 totems.
* All Shocks now have a default range of 25 yards, up from 20 yards.
* Base health increased by approximately 7% to correct for shamans having lower health than other classes.
* Chain Heal: Jump distance increased to 10 yards. In addition, the amount of healing now decreases by 40% as it jumps to each new target, instead of 50%.
* Ghost Wolf: Can now be learned at level 16. While in this form, snaring effects may not bring the shaman below base normal run speed.
Talents
o Enhancement
+ Shamanistic Rage: Cooldown is now 1 minute, down from 2 minutes. Successful melee attacks now have a chance to generate mana equal to 15% of the shaman's attack power, down from 30%.
o Restoration
+ Ancestral Healing: The buff from this ability now reduces the physical damage taken by the target by 3/7/10% instead of increasing the target's armor.
+ Cure Poison and Cure Disease: Combined into a single spell, Cure Toxins.
+ Earth Shield: Dispel effects will now remove charges of Earth Shield rather than the entire aura.
+ Healing Way: Redesigned. Rather than providing a chance of increasing Healing Wave spells on a friendly target, this talent now innately increases the effectiveness of the shaman's Healing Wave by 8/16/25%.
+ Mana Tide Totem: Totem health now equal to 10% of the shaman's health.
+ Nature's Guardian: Redesigned. Now has a fixed 100% proc rate, has a 30-second internal cooldown and increases the shaman's maximum health by 3/6/9/12/15% for 10 seconds.
+ Nature's Swiftness: Cooldown is now 2 minutes, down from 3 minutes.
+ Tidal Waves: No longer reduces the cast time of Lesser Healing Wave by 30%. It instead now provides +25% critical strike chance to Lesser Healing Wave, along with the previous 30% cast time benefit to Healing Wave.
+ Improved Water Shield: This talent now has a 10/20/30% chance to be triggered by Chain Heal, and the charges of Water Shield are no longer consumed by this talent.
Lot of potentially interesting Resto changes. Not sure how I feel about the change to Shamanistic Rage, but I suspect that it'll probably mean more mana, as I usually get more than topped off whenever I use it.

Just gonna add to this
Replenishment: This buff now grants 1% of the target's maximum mana over 5 seconds instead of 0.25% per second. This applies to all 5 sources of Replenishment (Vampiric Touch, Judgements of the Wise, Hunting Party, Enduring Winter Frostbolts and Soul Leech).

Seems like a pretty darn big PvP buff and a nice PvE one to boot.
Chainheal is now interfacing with watershield (uh huh, thats awesome) and has a greater bounce range/lower heal difference per bounce.
Shamans in PvP have more hp, more mana effiency, and are no longer vulnerable to dispells and snares.
Tehy fixez mah totemz :D!
Since we are the only class that really uses pure +mp5 gear, we are also getting a 25% increase in our primary form of mana gains. Oh and mana tide totem has 10% of your total hp now, so GG trying to stomp it >:D.
Overall, this looks like a great resto shaman patch change.

Not specifically shaman related, but:
Any dungeons that previously dropped Emblems of Heroism or Valor, such as Naxxramas or Heroic Halls of Stone, will now drop Emblems of Conquest instead. Emblems of Conquest can still be converted to Valor or Heroism.
This can't be true?

yeah.. throw progression out of the window? I just noticed that. So now every terribad DK gets to run around in Ulduar 25 gear, which is easier to get then 10 man naxxramas was when WOLTK came out?

Me and my tank friend are already planning how many days it will take to grind out a full t7.5/t8 item level gear setup.

It's pretty much like how the second Badge of Justice vendor came out with gear that was equivalent to T6 raiding gear.
Don't think its all that bad to be honest. There is only a limited number of items you can by with emblems. The rest you still need to get in the dungeons.
Ill agree it doesnt feel fair to the hard core raiders, but us casual guilds need some love too ;)

There's also one big difference, since Emblems of Valor/Heroism aren't converted to Conquest, so the average player with start out with 0. The Badges gave people who had saved those up a good advantage, as they could just wander to the vendor and go shopping.

I disapprove of the badge change on the sole basis that it not only will I be unable to finish off my 1,000 Badge achievements, they'll be Feats of Strength to eternally remind me of how much I fell short by.

I find it funny that in 3.2 when I look like my Frost dps DK and my enh shaman alts... I'll see no difference. The DK is even going to use a slow offhand! =P
They are even "meeting in the middle" in terms of power-levels, with the deathy being hammered while shammy is being fixed properly.
I thought the exact same thing when I read about the DK's proc ability to deal offhand damage. I immediately though that now DKs are getting a gimped stormstrike. Come on blizzard :P.

What and why have they done this?

I say this is a buff since I have always popped SR and been at 100% mana and it was a great thing..I really believe that I went way over 100% so the drop from 30 to 15% WELL
I am hoping that this is not trying to force us back to watershield.
thoughts on this ?
anyone heard anything on when 3.2 might be rolled out?
I saw one of the blue post saying 3.2 changer to Midsummer Festival and I thought how the hell can they make pointer changes to Midsummer Festival that is already online LOL
