Second Wind is a key talent to the warrior's survivability, get it.
And your prot build is a bit messed up. If you want to tank as an arms warrior ( good for normal instances ), you NEED tactical mastery. Anticipation can be replaced by a good choice of gear and Improved Shield block offers a better mitigiation than Toughness.

Tactical Mastery isn't a bad choice. Get Imp. Shield Block to help negate damage more effectively since your gear is likely in transition from leveling (and will be for a while). Toughness is a good static talent for this transition as it will scale the effectiveness of your stamina in relation to armor.
It's just hard pressed to stay viable talent-wise for pvp and tanking, other classes (except for healers) generally have it easier in relation to damage, they always deal damage oO - I redid your talent build removing some talents like Imp. Rend (not worth an entire 3 points, arguably the rage) and gave you Second Wind and Tactical Mastery, couple other changes to suit your style and test it out, see how it works.

- Iron Will vs. Imp. Thunderclap is a debate over whether you want to be more pvp viable or if you encounter a lot of trouble holding many mobs...if you do, then Imp. Tclap is the way to go. Imp. Intercept is up for grabs, if you use Intercept a lot in one fight (like say Arena, but you're not 70 so...) then take it. I put in Imp. Hamstring for world pvp, etc. might be useful. That's just up to you, though~

You can keep Hellreaver until level 66, at this time, get Arkadian Claymore ( dont be fooled by the green color, its an awesome weapon ):

You'll find a lot of high level weapons from quest rewards in dungeons, etc. being you're a warrior, should be little problem for you to get these quests completed. Example:
Terokk's Quill
from Sethekk Halls quest(s) and this may save you some money in case you want change later near 70.
