I would say blood spec, the increased healing cooldown works great and deathstriking gives you a bit of self healing as does Rune Tap, the mitigation cooldowns on frost sound but they just mitigate, its good in a longer fight where you use them on cooldown to allow some slack for the healers, but their not gr8 "raid savers".
In a blood spec you will not have;
A 3% chance that mobs miss you (Frigid Dreadplate)
2% Less damage taken in frost pressence
6 sec longer Icebound fortitude
Unbreakable armor, about 1.5k reduced damage for 20sec every 2min, and some extra parry from the str.
Self healing, Vampiric Blood and more stamina is far better then this.
What makes frost good is the snap AoE threat with HB. The down side is that you don't have the self healing you will have with blood where you could take the extra few hits (depending on boss dmg) if you pop your CD's with healers out of range/otherwise engaged. Blood is far superior to frost due to the fact you can save your self rather quickly.
If you're a OT, farm content, frost will be your best bet.
If you're not sure of your role, and might have to save your own ass every few mins (ie. crappy healers) blood is a better choise. But to sum it up both spec are about equal they just serve different purposes, mostly they have to fit your style of tanking.

Oh right. I'm sorry, I missed the 'not.' I just saw the 'blood' and thought 'wrong'. Hopefully that'll teach me to read things before I comment on them.

honestly i think you should choose based on a mix between your personal playstyle preference and the buff your raid needs.
Blood gives your raid a 10% AP buff, which can also be gotten by a Marksman Hunter or an Enhancement Shaman.
Frost gives your raid a 20% melee haste buff, which can also be gotten from an Enhancement Shaman.
Unholy gives your raid a 13% spell damage increase, which can also be gotten from a Boomkin or a Warlock.
So look at your raid composition, see what raid buffs your missing, and fill in where needed. Every tree can tank, and they all use 2h'ers to tank with, so really the only major differences are the raid buffs you bring to the table from each tree and if your already getting said buff from another class in the raid or not.
IF all 3 buffs are already covered by other classes, then just play whatever fits your playstyle best.
Personally, we have a marksman hunter for the AP buff and a boomkin for the spell damage buff but no enhancement shammy, so being frost gives the raid that missing buff. Also im the raids primary Off Tank/Add Tank, and HB/D&D makes tanking trash/adds very easy. So frost just seems to fit me best.
