You can still see alot of skill from gear.
I see a hunter running around on my realm with badge gear, gemmed for MP5 and Spellpower.

Are achievements not enough?
Nothing is 100%, but achievements give you a good idea of whether or not someone is capable. Not to say a lack of achievements makes somebody utterly trash - there's obviously many reasons why someone would be lacking achievements. But at least you know there's a risk involved in taking said person along.

is the closest thing I know of to what you're asking, though it's not a very well-used site.

I disagree because the idea of using achievements for basing skill just leads to raid leaders requiring that people have the achievement to do the raid, which leads to the issue of people who have never done the raid being unable to do the raid and people on alts unable to bring an alt.
This, THIS is what's wrong with most VoA pugs. The raid leaders 95% of the time I've looked for a VoA pug kicked me out because I lack the "achievement and EPIX!11". So yes, quite fun to try to get those achievements and whatnot. I suck at sarcasm today.

Yes, you can rate skill.
Use this formula:
(Gearscore)*1,33/7+(arena rating)/(amount of level 80 characters)*(bracket you play in***) * 80/(xx****)
***= 3v3 is *3 for example.
**** = Paladin = 1000, DK = 15000, rest is 5.

Achievements are also poor because you can die early in the fight and still have the achievement pop as long as you don't release. There are certainly some that will give you an idea. Odds are anyone who is sporting and "of the Nightfall" title for downing OS 10 3d knows what they are doing in at least one spec. Most however don't tell you if someone was a contributing member of the group when they got the kill or whether they spent the fight watching from the floor.

Its been a topic on my server lately, and many of people QQ about it cause now u cant just make a jugement on their gear to see if they r "good" or "skilled". So i was wondering , how to go about doing this aside fromm wasting time like running a dungon w/o them or doing a few Skirms in arena. Lets see wut u guys got to say =]
DUH! Everyone knows Gearscore=skill.

i agree that achievements are a somewhat bad way to check for skill. you dont know if they died on the first pull and dident get a b rez or what there dps was like or if they dident stay out of the bad stuff.
my personal view on it is that if you want to see how skilled a player is. then you have to take a leap of faith when you invite him or her to the group and hope they know what they are doing on the fight.
and if they dont then i am more understanding then others and give them one more shot and if i see they are improving ill keep them but if they are not then its a /kick

Hell, I'm going to start arranging VoA10/25 raids with pug only, and require everyone linking that they have at least 80% or more of their gear ilvl 300 or artifact quality.
