Ive been searching for the answer for this one too, basically Ive found out that:
Mongoose:
Builds up agil (which leads to more dodge and even more armor), and improves your wep speed (haste on a one hander like that is awesome). This will build up more rage and threat. On top of that, Mongoose can also stack on itself.
Executioner:
When it procs ( which im told is often) it hits your target for a little more damage since it ignores some armor. However, this effect does not stack and only applies for you. The theory is, that since youre hitting the target for more dmg you are generating more threat. IMO this could be viable, however I dont think you can generate more rage from it.
Your 3rd option, (yes a 3rd) could be:
http://www.wowhead.com/?spell=42620
This looks like an exccellent choice as well, since it does not rely on a proc, instead the +20 agil is always applied therefore, giving you the effect of Mongoose. This would be (at least on my server) be the less expensive choice out of all three.
Again this is all speculation by me but it all depends on your money situation at the time and you should do what you think is best (also dont go by what looks cooler either :p).
Some tanks like to have 2 weapons for tanking, one with Mongoose and one with Executioner so they can switch depending on the fight.

It's simple.
Mongoose gives 33 threat. Executioner gives 66 threat.

So of course, executioner is better?
I see many tanks with mongoose though.

mongoose is nice because Agi adds avoidance/armor(negligible)/crit while executioner is better for pure threat.
i've seen many people at the kara lvl with mongoose on TSE and executioner on KD
this keeps a separate avoidance weapon and threat weapon for different encounters
they are both good enchants for different situations.

I personally only use executioner. Id prefer double the threat on the proc as apposed to a little extra avoidance.
While your threat may be good enough now, dps class's threat through damage scales MUCH better with gear than for prot wars.

I'm with Aris, I've totally deviated away from the mindset that a weapon can change anything significantly & should be, in most cases, for dealing damage.
I don't own a Sun Eater, and I don't really need one. That's the way I've looked at it. The only real advantage to a "defensive" weapon is that it can give much needed defense rating to new tanks.

If you ever have to tell anyone in your raid "hold back your dps, your getting close to the tank" then you just found your "need" for executioner. When you as a tank hear this on vent, this means your sucking and need to step it up. Threat capping your raid is the worst thing you can do as a tank, besides loosing aggro completely.

And the great thing is that it's the gift which keeps on giving -- Executioner doesn't just grant 66 threat, it increases the threat of all succeeding offensive abilities while active.

So i recently got into a "discussion" with a guild mate of mine as well as my entire guild about this.
My friend, lets call him M, said that I would be a bad tank and that i would be wasting an enchant like executioner on Kings Defender (my next tank wep. upgrade), he said that Mongoose would be much better since i dont have the gear to have enough damage mitigation.
Basically, this whole discussion led to me putting him on my ignore list for the rest of the night, so iguess my question is, is executioner worth it in the long run?

Ah, but if you do not have the same players on a consistent basis or are just starting out with "new" raiding players, then I highly recommend stacking the threat to your favor. Example being: running several pugs daily.
Honestly, in a serious raid I don't view either enchant as important. It can & does make a small contribution over the course of an encounter, but really isn't going to make or break you, in my opinion.

So when it boils down to it...
Is there any disadvantage to putting Executioner on a King's Defender?
Is there any disadvantage to putting Mongoose on a King's Defender?
In the long run, which is worse to enchant to the weapon?

Neither one is taking something away from you -- they are an addition to your weapon. Look at it like this:
If Weapon = 1, Mongoose = 1, Executioner = 1, then...
w + m = 2
w + e = 2
The end result is that they both provide something more than what one started with. There is no "bad" choice, only a more optimal one. I think this thread has been handled with clarity at this point...
