This seems to be a very common random world drop.
Had two drop for me while grinding Argent Dawn Rep in WPL. Its nice for a BS to know how to make them, and the mats are cheap/simple so you don't have to keep those crappy boots in your bags to equip/unequip everytime you mount/dismount. You can just make a new set for every pair of boots you upgrade to! Its also a simple way to make a few gold every once in a while, even if all you do is apply them.
For some reason they are going for cheaper than the mats would alone at the AH on my server. Mithril is about 15G a stack, but Mithril Spurs are around 50S :(
I've been trying taking out some of the bosses that drop this plan and I simply can not get a hold of it. The plans are no where to be found on the auction house.
Does anyone have any suggestions on finding this?
I keep having the same problems as the rest... newer server, not very many high levels. This pattern does not exist on the AH. I can't even seem to find the spurs either. I'd be willing to sit and grind on things until the pattern dropped, but it seems as though I may not get this pattern until at least 62, when I can solo some of the elites I know patrol in groups.
Ever since The Burning Crusade was released it appears the plans can go for as much as 300g sometimes.
Just got it in Uldaman. Put it up on AH for 30g for the hell of it. Sold within 5-6 minutes. Sounds like I could've easily milked 150g+ from this, but missed out.

The reason this item has risen in price since TBC launched is that it's one of the best, if not THE best, for leveling blacksmithing in the 235+ bracket. Hence, anybody taking up blacksmithing can save a lot of cash on mats simply by buying this a bit expensive.

I got one just now from AH for ONLY 10g. I'm only lvl 27 with 133 BS, but this was a great price. :)

These plans usually cost you between 30-300 gold.But if you are patient you will find em for less.I wanted to buy the plans for my warrior and when I first saw them they were 250 gold.After 3 days of checking the AH every 5-6 hours I bought em for ..... 3 gold.So the key is to be patient and wait for some low lvl guy to give em for free :)
Got two of the plans in AH about 10 days ago. First set was for 1g and the second set was for 5g. I kept one of them since I have been checking AH for about 2 months trying to get them, and sold the other for 14g within a couple hours. You don't make hardly anything off of the spurs though, I get lucky to sell them for 40s, but the mats are easy enough to come by so moving up your blacksmithing level is fairly easy with these.
Paid 20g for this to skill up smithing. Saved me bulk gold, mithril is 15g / stack on my server atm. These mats are very cheap and it stays OJ / yellow for a long time.
I wish I could find these plans at a reasonable cost. 45g is the lowest I have seen. I really want to up my blacksmithing (260 now), but don't want to spend quite that much on these. I'll keep looking and maybe have to bite the bullet.
i pay 20g/a stack of mith on my server unfortunatly and the spurs i can get 50-70 silver but they are very nice to have if you have no boot enchants just a little niffty item id say makes 4% improvment a bit noticable next to another mount
These just dropped off a troll in Hinterlands for me and I sold 'em for 30g at AH (Mug'Thol). Seemed like a reasonable price. =D
Went and farmed this from Sunken Temple (there were none in the AH) - took about 30 min to drop. According to the drop rates above, that seems like the best place to farm it. Nearly every mob in the instance has reportedly dropped the recipe.

Bought spurs in the morning; found the plans on a gorrilla at STV in the afternoon. Typical! lol. Gave it to a smithing guildmate. Like Octarok said - at least one thing to be happy about. :)
Looked for these for like a week and when they finally show up, they are out for 18g :*(. Still bought them tho, these saves A LOT more than 18g when skilling BS from 235-270 scince they are Orange for like 20 lvls, and then yellow for a lot more and are super cheap to make compared to Mithril Boots which is the alternative if u dont have any other recipes.

Dropped from Vilebranch Raiding Wolf in The Hinterlands. On the Crushridge AH for 25-30G. Not a bad drop id say. Great Skillup item for BS.
These are useful as a skillup route (Even after it goes green) but the finished product doesn't sell at all...you're lucky to get back half of the cost of materials, at least on Scarlet Crusade.

I had no idea of the price but luckly for me I keep Auctioneer scanned everyweek.
It went of for 47 gold and I thought thats a bit steep but left it.
The wand went of for 8 gold.
Within 10 minutes I had made 47 gold. The following morning the wand had gone to not a bad Darkmoon Prize :D

Obviously, someone who had no idea what he had put these plans up on the AH for 70 silver. Yes, 70 silver. Buyout and Bid prices were the same. I had been looking for these for awhile and ironically was not specifically looking for these plans that time. I just entered "mithril" as the search term under engineering recipes, looking for Heavy Mithril armor plans to finish out my set. Lucky day for me!
found this on neutral ah for 60s buy out, couldnt believe my eyes. grabbed it and sent it to my main whos a blackie. im thinking i should check the neutral ah more often...
They are an excellent skillup route. It saves me many headaches as they are super cheap in mats to make compared to the alternatives.
I haven't tried selling them yet but I'm outfitting my guild with them so that's at least one thing to be happy about.
Do you use this at 215 and 235? Or does the charge work once?

Easy summary for people playing Classic!
There are 4 tiers of speed enhancements. These tiers DO NOT STACK WITH EACH OTHER, so if you have a better tier, you cannot get any of the bonuses from any of the lower tiers.
Tier A: Paladin's
(+20% mounted speed), given at level 62 in TBC.
Tier B: Paladin's
, Talent 3/3 (+15% mounted speed AND on-foot runspeed), requires 13 points in the Retribution talents. NOTE: Before TBC, in vanilla, it was only +8% speed and required 12 points.
Tier C1: Trinket
(+10%), created by leatherworkers. Despite what you may think, it DOESN'T stack with ANY other items/enchants (from the lower tiers).
Tier C2 ("Free" Alternative): Trinket
(+10%, Quest Reward), gained by learning Epic Flying at level 70, becoming Honored with the Netherwing, and defeating all of their races in the sky and defeating the final quest,
(something a lot of players give up on due to the difficulty of beating the racers).
Tier D: The "vanilla WoW solution":
(+3%, Quest Reward) and
