It says "reduce the target's melee, ranged, and casting speed." when you reduce speed you are going slower, not faster.

arco
This might not be a bad enchant for PvP. If for example you put this on two daggers for a mutilate rogue, and the proc rate is as high as fiery was, you'd be putting out a nice chunk of additional damage. Add that to the on-hit effect, and this might be a good anti-caster enchant.
Then again, fiery said it "often" procced in the effect description, whereas this says it "occasionally" procs. So I would assume, if they put those words in on purpose, that the proc rate on this is lower.

No. You're not reading the text:
and reduce the target's melee, ranged, and casting speed
Notice that it says, "reduce(s)...speed." This means that they cast or attack SLOWER. When you reduce the speed in your car it takes you longer to get between two points, right?
It does NOT say "reduce the target's melee, ranged, and casting time." THAT would be bad.

This is NOT useless in PvE, lmao. This is a freaking Thunderfury on steroids. If it works on raid bosses, nary a raid will go w/o at least two people with it, preferably some OH melee dps. Thats basically a 15% debuff on the dps of a boss, plus the mechanics of allowing more time between whatever it is nasty that they may do. Amazing chant, cheap mats, totally epic.

Well Guys, It has been confirmed that, this enchant DOES work on raid bosses and it STACKS with the THUNDERFURY buff(Tried Kara and SSC). Insane enchant for raids, but pvp proc rate( at least on 1.5 speed offhands) is not as high as expected.
Anyway, a good enchant for all players and it's fun.

This is not meant to up your personal dps. It is one person lowering their dps for the sake of the raid. A reduction of 15% dmg from any boss for 8 sec every 20 sec is EXCELLENT.

Elmarion
The attack speed reduction of this enchant does not stack with Thunderclap. The two debuffs can be applied at the same time, but this is purely because they aren't actually the same effect, they are merely overlapping. You will see both at the same time because of the reduced casting and ranged speed, but the attack speed reduction is still just 20%.

I tested this out with a ret pally buddy over the course of a few duals. Here the results:
60 Melee Swings
19 Spell Attacks
------------------------
79 Attacks Total
Procced 10 times over the course of 79 attacks, roughly ~8% proc rate.
There is no internal cooldown as Deathfrost refreshed on me on 3 occasions.
Did not test for PPM; was stated around 4 in an earlier post.
I'd assume around a 10% proc rate, but here is the hard data.

It drops in Slave Pens, both normal and heroic, during the Midsummer Fire Festival, from a summoned boss.

Well i did some short testing yesterday too see if it would replace, or would get replaced by the Thunderfury effect and/or Mind-numbing Poison III...
The result was that all of the debuffs were attached to the mobs, no matter what order they were applied...

Testing this out on my mage
It does proc off Frost Nova but it doesnt gain much from spell dmg or attack power boost and AOE, not sure if it hits all enemy struck by the AOE, but probably not. Not sure if it procs on channelled spell
it seems to remain at about 150-160 frost damage
It does proc off of any damage effect. This includes but not limited to:
-Lightning Incapcitator (it also charges when crit and eats up the charges
-Scryer bonus on all Shattered Sun Necklace
-Darkmoon Deck: Vengence
-Thunderclap
It does not, proc off dot ticks.
Still need to test:
-Thorns
IMHO, this enchant does replace fiery as a decent leveling enchant pass 50.
Not so sure if this affect frost immune mobs (at least the debuff) the damage I am sure frost-immune mobs arent affected by it
Hopefully I can test it out on my boomkin today.
averages out about 1/3 spell cast or 3/5 melee so far (this is tested on a caster and a rogue)

IMPORTANT NEWS FOR MANY PEOPLE:
I have now tested it with Thunderfury in a duel, it's just like Thunderclap: the buffs stack, but the effects do not.
Base: 1.8 Attack Speed
Deathfrost: 2.07 Attack Speed
Thunderfury: 2.16 Attack Speed
Thunderfury + Deathfrost: 2.16 Attack Speed

This enchant DOES NOT STACK with Imp TC. However it does overwrite the effects of 2/3 or lower imp TC. Having this enchant is still GREAT for rogues, fury warrs & enh shammys especially for raiding without a warrior or one without the 3/3 imp tc. I have an enh shammy w/ my
MH
chanted w/
executioner
&
OH
w/
mongoose
. On boss fights without that imp tc, thru macro, I simply switch my MH for
PVP 1h
w/
Deathfrost
, wait for a proc & switch my original MH back again.
It's a little tedious for some especially with watching that 8sec proc timer, but it adds to my value bringing more than dps, windfury & bloodlust. Using it is a bonus & I wouldn't recommend sacrificing the leet deeps for it, but when u have a tank with "iffy" survivability it wouldn't hurt having this & giving urself a little xtra responsibility.
Oh & how it sez "occasionaly" on the proc? You'll be pleasantly surprised how "occasionally" it does.

Good for raiding, bad for raiding, try it yourself if your weapons arent already enchanted. The mats on this are CHEAP so if you can't afford mongoose or executioner, pick this up instead. If you already have dual mongoose, then don't replace that 600g enchant with this... go find a different weapon to slap it on or wait for more conclusive answers.
The droprate on this pattern doesnt seem too fantastic. I heard somewhere that it's a 100% drop off heroic... can anyone confirm or deny this? I've killed him twice on reg and no drop, looks like the guys above me have the same problem.
EDIT: After my 6th kill on reg with no pattern, I managed to wheedle/bribe my group into trying heroic. It dropped, I paid the two enchanters large quantities of money to pass to me, and I got the pattern.
For the curious, heroic is pretty much identical to regular. The one big difference is that the boss himself has much more HP, and while we consistently killed him on the 3rd Core phase in all my reg groups, it took us till the 4th Core phase in the heroic group. This means endurance, endurance, endurance!
Good luck~~

While i have yet to test it out in pvp, dual wielding it with my pvp swords doing dailies, I was proccing this constantly just with the little melee I was doing while kiting. Obviously if the proc rate holds anything like in pve, then even for hunters it's at least a *decent* enchant if you're dual wielding (although serious arena hunters that are dual wielding are putting 30 int on for a damn good reason)
Oh and dropped for me on regular, after about 13 runs. Every heroic i've done with him has dropped it (4 runs so far)

It appears that the intention was to provide a debuff similar to thunder clap for ranged/caster enemies. Since the debuff will sit along side thunder clap, the raid will need to decide if the debuff slot used by deathfrost is worth it. I would think that the 15% slowdown between cast/range attacks would more than make up for the lost debuf slot. Further, improved thunder clap is usually taken by most nontard MT so this along with improved thunder clap is quite useful to the raid as a whole.
tl;dr:
Deathfrost appears to be designed to sit right next to Improved Thunder Clap on the debuff table for BOSS's

What interests me most is the fact that people are mainly only considering this spell's effectiveness in a setting where Thunderclap is present, and completely leaving out the fact that this enchant is invaluable to Paladin and Druid tanks who don't have the attack speed reduction. Paladins probably won't take this enchant often, due to sources that are better for threat like Executioner, and Druids will not be able to take the proc in bear form, so it's left to a DPS in the raid to take the spell. I currently have it on my warlock and balance druid, and have noticed that it procs at least once per monster in the encounter, and typically five to six times during boss fights. I don't have any numbers to back it up, but the fact remains that the enchant will greatly increase a Paladin and Druid's tanking effectiveness.

Okay, my friend tested out on his rogue
the spell does refreshes itself
and it does work on ALL non frost immune bosses
------------------------------------------------------------------------------------
Okay, now for my testing
I have tested it on moonkin (look up noctune from Lightning's Blade) and it does proc at least once per mob i went against and it does crit based off your spell crit.
Also tested it on mage and last night, a poor rogue died to deathfrost procs off both Frost Nova and Fire Blast..... It does get some spell dmg boost since my mage hits 160+ damage with it but my druid hits for about 150..... could be boosted by talents only.....
This isn't the best enchant in the world but it's a nice enchant to have on a weapon
It's probably best for proc pally, ret pally, enh shammie, rogues without executioner and mongoose.
To answer the affliction lock question: Yes it does proc of curses, but only on the initial cast, not the dot damage. However, it doesn't mean it sucks. If you don't wanna get the spell dmg one or the soulfrost, I will suggest this as an alternative
Need confirmation to see if it procs on channel spells
so far, it has been confirm that it can proc off the SSO necks.

Well i got this for my mage as soon as i could, because it is so far the ONLY enchant which causes your spells to proc aditional damage. Now mages and warlocks finally have something on their weapons that can hurt people.
Okay, there was spell damage before, but i find that this is better. I guess it's comparable to +atk power VS fiery ench for melee classes, it really matters what your personal preference is. Being an arcane mage, the debuff doesn't really do it for me since i can Slow anyway, but i loved the part about my spells having a 10% chance to do more damage!
PS: Just in case anyone is wondering, this will NOT proc frostbite because
A: It's not a mage spell
B: It slows, but it does not slow movement, and is thus not a chill effect.

Does anyone know if this procc off from mage's Molten Armor as well?
If it does, this might be a really nice enchant for pvp with 0/17/44 spec since every time someone hit you by melee, ranged or spell attack there's a 10 % chance to stun that player for 2 seconds and beside that there would be a chance to increase their attacking/casting speed by 15 % for 8 seconds.
At least Impact's tooltip says "Gives Your fire spells a 2 % chance to stun the target for 2 sec." so Molten Armor damage is counted as your own spell since it can procc impact. And since it's counted as your own offensive spell it should be possible to procc Deathfrost as well.
So has anyone tried it yet?

It really depends on the way you look at it. You are lessenning SPEED. This means you make is SLOWER. The same applies if you lessened SLOWNESS, you would make is faster (is slowness a word?). If you consider speed the amount of time it takes to cast a spell then you would obviously see this enchant as working properly.

Hello everyone...
Just had a debate on trade channel about this... I would like to point out:
"...enchant a weapon so your DAMAGING SPELLS and melee weapon hits occasionally..."
everyone says that its useless if you have a warrior or a lock in your group. I could care less cause im a prot pally, so I dont group with many warriors. I tend to group with a ret pally alot (2 blessings, and sanctity aura makes holding threat a dream). Aside from losing the 40 spellpower on my weapon, would this be worth it?
One word.... Consecration (
https://www.wowhead.com/tbc/spell=27173
)
now do you see the angle I am working on here? Im collecting motes, I will post back with the results. Any thoughts?

If TC does not stack with the speed reduction, does that also mean attack speed reduction also does not stack with ice armor debuff?
And do Mage talents synergize with the damage bonus? I doubted Ice Shards, Piercing Ice and Arctic Winds synergize, but will Winter's Chill help it crit more?
And does spell cast speed reduction stack with curse of tongues?

I did some short testing today. Going to continue and edit my post.
This is on a protection paladin smacking mobs around in terrokar forest.
DPS is derived from finding the average damage based on character spell crit rate.
Auto Attack:
13 procs from 154 swings.
Proc/Swing: 8.4415584%
Proc/Min: 2.665755297
DPS: 6.846659262
Seal of the Crusader:
13 procs from 163 swings.
Proc/Swing: 7.9754601%
Proc/Min: 3.518585348
DPS: 9.037046644
Seal of Righteousness:
11 procs from 82 swings
Proc/Swing: 13.4146341%
Proc/Min: 4.236200257
DPS: 10.88015083
So, for tanking paladins, stick with 40 spell damage. As, according to Elitist Jerks (1), each point of spell damage equates to approximately 0.5 threat per second, thus creating 20 TPS, whereas Deathfrost w/ Seal of Righteousness generates ~ 10 dps.
Also keep in mind that slower attack speeds on your target result in lower threat generation from Retribution Aura and Holy Shield. Logically a ~15% threat decrease on that target.
Previous testing shows that Deathfrost does not proc off of Consecrate, Holy Shield, or Retribution Aura. though
it would appear that Seal of Righteousness can, indeed, proc Deathfrost.
Evidence: Proc rate is nearly doubled using Seal of Righteousness.
Another interesting note: Unlike most weapon enchants, the data supports
that Deathfrost is a flat proc rate rather than a proc/minute.
Shown by the same number of procs using seal of the crusader.
Evidence: (SotC: proc/min) divided by (AutoAttack: proc/min) ~= ratio of SotC attack speed to auto attack speed.

I've also done my own tests with Deathfrost while specced as Retribution and Protection, using a newly dropped Jin'Rohk and a King's Defender (purely for testing of course. I wouldn't recommend it against +40 spell damage except for off-tanking).
While Mongoose is good for my AP level, and Executioner preferred if I had more armor pen, I have come to the conclusion that, for the good of the raid, a Retadin should be using Deathfrost for PvP and PvE. I know this is probably not the most popular opinion, but let me explain what I've seen.
So far, I have not encountered any bosses immune to the effect of Deathfrost (save frost resistant mobs and bosses). While imp thunderclap is better, and it doesn't stack, it IS still applied, and when it's a paladin/druid tank, you are a very welcome addition. Also, I have observed the slowing effects on spells first hand, something that thunderclap cannot help with, and you will not only see a couple tenths of a second added to spells, but when Hex Lord Malacrass channels his spirit bolts, you can HEAR them slow down. The raid was amazed.
In PvP, the advantage is obvious. Paladins are terribly weak against spells, and throwing this enchant around the arena will be effective against most any class.
Couple of facts: Tested with PvP gear on. 1718 AP, 28% chance to crit, unbuffed.
On 100k damage, Deathfrost counted for 2.8% of the damage.
The proc will crit for about 232, but unfortunately (and maybe coincidentally) it appears to be based on spell crit (my sampling was 10%) for an average hit of 160 overall.
It is affected by Imp Sanctity aura, but not Vengeance.
Not sure on the proc rate, but was about 9% from all attacks that could proc it (furthering the flat-proc rate theory). It will proc only on direct damage spells and attacks i.e not consecration or reflective damage.
Just my 2 cents. I hope it helps.

Unfortunatly, there is an internal cooldown for most things. Proc rates have a seperate cooldown for all procs. It would be very unwise to double enchant this. I would get mongoose for one of the daggers instead of another deathfrost.
Also, it's been confirmed that this will proc on various end-game bosses. Also, healers who get this will actually have thise proc while healing thier partner. Healers dont get this, you'll do 150 damage to your friend and mess up thier casting times!

I bought this enchant to test it out on my rogues OH and it was a huge Disapointment. I went Bot Heroic to try it out. after dealing about 950k dmg i relised that deathfrost had dealt only 9k of it. The upside is that that the 15% attack speed reduce works on Bosses in various raids. Should probably save your main tank a punch or two. I hoped this enchant could be a temperarly DPS chant until i could get a second mongoose but it apears that even fiery weapon would have been a better choice for that.
In conclusion i would like to say this enchant sucks, dont get it and goodbye :D

Got the Scythe of Ahune and enchanted with this. Cleared the last BT bosses with it equiped, got the following:
- Proc can crit, and seems to be based on own spellcrit.
- Procrate is very high (like 25%), but seems to have a 45sec ICD.
- Debuff works on bosses, but as a haste reducing effect, is overrid by more powerful ones (read Thunderclap)
- It stacks with Thunderclap in one way: The spell haste reducing factor in Deathfrost will still affect the target since Thunderclap doesn't affect spell casting.
