Patch Day: 11-13-07, found one in my first AND second
Heavy Supply Crate
in Zangarmarsh from a Steam Pump Flotsam debris spawn. The Book itself is BoP, however the crates are not. Look before you loot (turn off that auto-loot feature you have your fishing mod do) and then you may be able to sell it. This post is too early to tell how much it will go for on market, but it seemed easy enough to get to not be worth the hassle of an AH.

You cannot see the book if you've already learned the skill. I had 3 crates with books in them and I used one of them, then when I looked into another again it dissapeared.
You can, however, send all your crates to an alt who doesn't have the skill. The alt needs to have 1 or higher fishing skill to see the book. (Needs to have trained fishing.)

Well, I fished up a bunch of Curious Crates on my main (who'd already learned fish tracking) and tossed them in the mail to my banker, on the off chance that I might find another journal IF someone besides my main opened the crate.
The good news is, I did find one. I left it safely in its crate, because my banker only has a fishing skill of 1. I asked in Trade if anyone wanted it, got a response, and a trade followed. Curiously (ha) the Curious Crate appeared empty to my client, and she told me so. I had no issues returning her money, and she traded the Crate back to me. It seems she didn't have any fishing skill whatsoever (that's the impression I got). I checked the crate once it was back on me, and the Journal remained safely in place. I tossed it to another alt of mine, again with fishing skill (a mere 4), and that character could see the Journal as well.
I think this item is much like the BoP recipes found throughout the Outlands. If you don't have the skill, you can't see the prize. That means you CAN buy this from another player, so long as it remains in the Crate that holds it. And, if you trade it to someone else and they claim they didn't get a Journal out of it, you should demand your Crate back, in exchange for their money. The Crate looks empty but remains in their inventory, and there's no good reason (as of my posting this) that they shouldn't be able to return it.

Checked yesterday that pure water pools can be tracked, probably it will track pool of elementals in azshara.

Was cleaning my bank alt today and found a Curious Crate lying around (must have been there for weeks). I peek inside it and see one of these journals :D
The 2.3 patch spawned this book inside my unlooted crate!
Mailed the box to my main double-time.

Consider the following
when you first open
a fished container.
Do you have fishing? If so, you have a random chance to find a journal.
Where did the container originate? Wreckage seems to yield containers with the highest chance of holding a Journal.
Do you already
know
Find Fish? If a journal exists, it will be deleted from the container, before displaying the contents.

Knowing Fishing
I'd mailed 30
unopened
containers to a level 11 bank alt without fishing. No journals dropped. Then the character trained fishing level 1. The subsequent 30 containers dropped 6 journals.
Knowing "Find Fish"
After learning "Find Fish", on a higher level character, the next 30 containers provided no additional journals. The contents seem to be decided when the container is first opened. When mailed to an alt, the contents remained the same. With regards to Journals; does the game stop making the attempt to give you a journal, or does it simply delete them?
Knowledge deletes journals
Several journal containers were stored with the bank alt. Successful journal containers were emptied of all other items, like Fel Iron, and Netherweave Cloth. One of these journal-only crates was mailed back to the level 70 who knew "Find Fish".
When the skilled character peeked inside, the game displayed an error; "You do not have permission to loot." The container disappeared from inventory. The journal was lost. If you know "Find Fish", the game will normally quietly destroy the journal before revealing the contents. By removing the other contents, the game was forced to display an error.
Hopefully this clarifies the item's behavior.

I went to WoWHeads page for Curious Crates (

) since that is reportedly the highest drop rate source. Made circles around the lakes in Zangarmarsh for about 30 min fishing the "Steam pump flotsam", had about 8 crates drop before I got the journal. Very easy to get, just a small time investment.

Not too long ago I fished up a crate while already knowing the "Find Fish" ability. Opened up the crate, nothing inside, but it didn't disappear from my inventory, so I thought it might contain the book.
Sent it over to a guildie and yup, it contained the Find Fish book. Im not kidding.
So unlike someone far above me mentioned (a post with about 30 + rating), you CAN fish up a crate with a journal inside and still sell it to someone else!

After some testing of my own, I'd like to change something about your statement.

After fishing up 20 containers from standard pools (Curious Crates, in case you were curious... oh god, I made a pun!) that has fish tracking and sending them to a high level alt with level 1 fishing, 11 of them had a journal in them, roughly a 50% drop rate.
I will keep sending them to an alt to try and confirm this, I plan on giving one to all my guildies that don't have it yet, and selling the rest.

My girlfriend and I are leveling Horde alts. Her fishing is ~170 and mine is ~100.
We swung over to Alterac to fish up some
Raw Greater Sagefish
for cooking. Within 20 minutes she had fished up 4
Iron Bound Trunk
s.
She started looking in the trunks and got her journal from the second one. She then traded me the remaining two trunks and I found a journal in the first one that I opened.
Don't trust the drop chance that is listed on Wowhead because people who already have the journal are skewing it as they will never see it drop again.

Well my boyfriend and I had found 1 while fishing about 3 months ago and didn't know what it was till we came here and looked it up. He got it, then we ended up deleting the toon it was on, we were upset but said oh well we will find it again someday then we went fishing about 2 1/2 months later in the same spot, and BAM he finds another one in a box in the same exact location lol that was about 2 weeks ago. Well today I was fishing in roughly the same area getting my fishing up and BAM I found another one. So we both have it now and which is great because we are trying to make complete toons.

I fished less than ten pools and it was the first curious crate (or any kind of crate/box/etc. for that matter) which I fished up.

After fishing this up on an alt in Dustwallow Marsh, I decided to get a copy for my main character and figure out the mechanics of how to get this book. While going about it, I managed to fish up 4 copies while fishing in Stranglethorn Vale over the course of an hour. It came in various chests that I fished up from debris as well as schools of fish such as oily blackmouths, firefin snappers, etc. Once I scribed it, I found out this not only picks up fishing nodes, but wreckage nodes as well. I also found out this other information:
1) If you don't immediately pick up the book from whatever chest it's in, you can fish up multiple copies of it.
2) If you don't immediately pick up the book from the chest it's in, you can also freely trade/mail the chest the book is in to other players. The receiving player can then pick up the book themselves and use it once their fishing skill is high enough.
3) If you pick up the book and learn the skill, any other copies you have in your possession will become
invisible
. However, invisible copies are still in whatever chests they came in, and if any of these chests are mailed/traded to other players who
haven't already learned the Find Fish skill
, copies of the book will be visible to them and they can freely pick it up if they wish.
4) Once you have the Find Fish skill, you won't come across another copy of this book via fishing nodes or debris.

I fished this up in STV (30,28) on my very first attempt from a floating wreckage. Not sure if I am lucky or if it has a good drop rate. My brother fished for like an hour in Zangarmarsh for it with nothing.

Found mine in a Heavy Supply Crate fished from Steam Pump Flotsam located at 63,60 in The Lagoon of Zangarmarsh, just now.
Find Fish doesn't just show locations of various fish schools but also fishable objects such as Floating Wreckage and Steam Pump Flotsam. Should be quite helpful during the Extravaganzas.

While the book itself is BoP, the box (Curious Crate, etc) that contains it is not. You can mail, trade, or sell the box and the new owner of the box can loot the book from it.
Update:
Incidentally, just a moment ago I fished up a Curious Crate containing this book from a Feltail School in Zangarmarsh at 61,41.

Just got mine inside a curious crate from a Steam Pump Flotsam node in Zang. :3 I was extremely excited, as I had heard of the book, but didn't know how to acquire it or even what it was called. Kind of a shame it's BoP though.

I was running up and down the coast looking for a debris pool and didn't find any. So I started fishing up the firefin pools....I quickly got 2 tightly sealed trunks and the first one of those I opened had the journal and a blue ring!

I just fished this up in STV while skilling. Yesterday I fished the whole day and now I fish like 15 mins and I find this. Never heard of it but it's super. I'll be using this ability a lot!
This must give a great advantage in the Fishing extravaganza.

Got this just now. Was fishing for it without knowing droprate or in what places it drops. I got it from my 8th .
The best part is that it dropped in Wetlands. Was a bit worried I'd have to fish my ass off in outlands or higher level places, but obviously you don't :)

As stated before, the journal is BOP, but if you turn off your auto-loot or hold down the shift key, while your right clicking on the trunk or crate, you can view the items without picking them up. That way you can see what is in the crate then send the crate onto another alt or toon. I do this all the time when I'm fishing so that I can leave all the items in the crate rather than have them cluttering up my bags. Then I just unpack them at the bank.
I have fished the Journal out from the pond just south of Tarren Mill, 3 times on three different toons. The last one I sent on to my alt for his fishing pleasure since I already had the skill.

Found today inside a crate fished from high-level pools in terokkar forest. I'm assuming since it's Fishing(100) that you can find it in lower level pools. I guess blizzard put this in the game for the last patch. Man is it helpful, find fish faster and more mindlessly - just like finding thorium :-) Should be helpful on sundays in STV.

Wow, I just got mine fishing for Pure Water at the elemental plateau. Came in a curious crate. Very nice. It makes fishing much easier. You don't have to watch for the pools of fish, just check your map. Probably going to be very handy for the fishing contest.
But, how rare is it?

I have gone to pretty far flung regions in search of floating wreakage (after I realized it had to be a "floating wreakage" spawn, as opposed to just pieces in random water) and after many trunks still no luck. At this point it had become one of those nagging things I wanted even if I didn't NEED it. I was getting a few casts in waiting for the boat on the pier in Booty Bay, and got a Mithril bound Trunk. I opened it later, and there it was, Practically no effort-Wow.

I played a Pally for 2 years and spent way too many hours with fishing since some fish sold very good on our server.
However, I never came across this book.
Now I play a rogue on lvl 43, and the first time I fished out a random floating wreckage in STV, I found this in a mithril bound trunk.
However, the ability doesn`t change that much, the fish schools are clearly visible in the water anyway *doh*.

Tracking Journal
Minimap with Find Fish ability active.
Drysc (Blizzard) originally announced, "Fishermen, and Fisherladies, will be able to track fishing nodes, similar to herbalism and mining. The ability will be learned from a journal you can find in fished-up crates."
The new "Find Fish" ability is taught by a Weather-Beaten Journal. The ability makes "nearby fishing nodes appear on the minimap" - just like tracking abilities for minerals and herbs. The journal binds when picked up, so cannot be traded (unless the original crate is traded and the journal remains unseen). A fishing skill of 100 is required to learn the ability. The picture shows the ability being used to highlight the location of nearby pools. The only pools the ability does not show are Schools of Tastyfish, found during the Stranglethorn Extravaganza (likely a bug).
The table below summarises the crate types Weather-Beaten Journals can be found in. Sample catch sizes are very low, so read the results with caution. Once you have a journal in your inventory, or have learnt the Find Fish ability, you will no longer be able to find journals within crates. However, Torgon informs me that if you already know the Find Fish ability and catch a trunk/crate that would have contained a journal, the container will remain in your inventory. It can then be traded to someone that does not know the ability, and they will be able to retrieve a journal (again presumably another bug). All the tests were done by destroying journals as soon as they were found.

Thanks to Graargh for confirming Heavy Supply Crates as a source. Tightly Sealed Trunk very rarely contain journals (thanks Thayer). Coastal lock-boxes were not tested.
Curious Crates seem to give the best catch rate, with almost half of all crates containing a Weather-Beaten Journal. Curious Crates are caught from any pool in Outland - about 4% of the catch (this may have been increased slightly, since I got 7-8% on the test server, however the sample is very small so prone to error). No pools primarily contain Curious Crates, which means that if you specifically want a journal, it may be easier to fish the pools of wreckage in Azeroth containing Iron Bound, Mithril Bound or Watertight Trunks.
For those with little fishing skill, the easiest source of journals are Watertight Trunks, which are found in floating wreckage pools in Ashenvale, Hillsbrad Foothills, Stonetalon Mountains and Wetlands. All these areas requiring just 55 skill to cast, 150 to stop get-aways. Experienced fishermen and women should find a journal easily, while fishing pools for other fish - they aren't terribly rare!

I've caught this out of a chest while fishing in Dustwallow marsh on 3 different alts.
For all you lower levels who can't fish in Dustwallow just yet, I caught it with my level 15 hunter....if you go all the way up the shore from Ratchet toward Dustwallow, there are 3 spawn spots between North Watch Hold and Dustwallow that spawn Dustwallow level loot. That's where my low level 'toon caught hers.

Dropped from a curious crate- fished up out of a teensy lake to the immediate east of shatt. Did not spawn from a pool of any sort- came right up out of the lake.

I fished up two of these in two days along the west coast of Westfall.
I thought the second chest was bugged when it showed an empty loot box but wouldn't despawn. So I mailed it to my main and turns out it had another journal in it.
So if you find a chest that looks empty and you already have the Find Fish skill, it may have a hidden journal inside.

I farmed the pools containing Furious Crawdad in Terokkar Forest for TWO days resulting in only 4 curious crates (none of which containing a Weather-Beaten Journal). I went to Zangarmarsh by Serpent Lake and skimmed the top of the water looking for debris (looks like wood on water). I got the journal on my second cast off of a Heavy Supply Crate. Highly recommend going there.

Yeah. I flew around Zangarmarsh fishing every single school I found and after 5-6 Curios Crates, I found the journal.
The schools are spread out, so fly along the shores of all the lakes there to speed up the process.

Hah, so I was reading this yesterday and decided that last night I would go and try to get this. I hit up Hillsbrad (which was appropriate for my fishing skill). I was tracing the river down to the ocean, saw a school of fish so I tossed my line in. My first pull on that school of fish I got a chest with the book in it. I was dumbfounded. I think I got really lucky heh.

Went through Silverpine forest today, knocking down a few local nasties for a Quest, ended up on the coast north of the Sepulcher. Found some Floating Wreckage and remembered hearing something about being able to find boxes in them by fishing. I had always before assumed the floating junk was just eye candy on the realm, and had never bothered with it. This time, I figured I'd take a shot at fishing for a Box. I fished the floating junk until it disappeared, ended up with 5-6 fish and 5 Tightly Sealed Trunks. Opened them up back in Thunder Bluff, annnnddd... There was a Journal in one of them! So the Book CAN be had in very low level trunks and areas. Lucky day for me, first time ever deliberately fishing for any kind of box and got a Journal in one.

Got it on my 1st chest that was the "Iron Bound Truck"! After Checkin here for spots to fish this thing, i went to desolace and start fishin firefin snaper and oily blackmouth schools! at the 3rd pool here goes the chest and the book inside it! i ll upload a pic soon too!
P.S. Someone said that is possibly to loot another chest and have the same book, and if you open it and have the book allready you dont lose the truck! Now, you lose it,so just mail to someone else or i dunno! have fun!

Found this in a Mithril Bound Trunk I had on my character BEFORE the pre-patch launched. Confirmed that they drop from those types of containers and also confirmed containers don't have assigned loot until you open them.

I had randomly found one of these on my 70 alt. So I learned the skill, very excited. Fishing skill is at like 370 now.
I sent every single crate I fished up to my bank alt (level 6). I turned off auto-loot, and carefully opened each crate, hoping to get another copy for another alt with 300 fishing.
I didn't see a single copy show up among many crates, Curious or Heavy Supply. Whether coincidental or not, I don't know, but I decided to go learn Fishing on my bank alt. And I fished to skill level 10. I thought maybe having Fishing learned would make the book appear.
I then went back to my mailbox on my bank alt, with Fishing skill 10, and the 3rd Curious Crate I opened had a Weather Beaten Journal inside. Since auto loot was off, I can close the crate and send it to my other alt.
So...if you have a character with Find Fish already learned, send the crates to an alt or bank alt that also knows Fishing. Turn off auto loot and peek inside the crate. I have a feeling you need to know Fishing to see this journal at all.
